Work done so far The incumbent digital agency provides front-end designs and (presentation layer) coding for the Royal Navy main website www.royalnavy.mod.uk, Navy News website www.navynews.co.uk and UKMTO website www.ukmto.org. Additionally, they are responsible for the recruit activity in liaison with other agencies and the CMS configuration and the back-end coding of bespoke functionality. As part of our ongoing requirement to maintain a secure, relevant, and compliant web presence we are currently rebuilding the main RN website utilising Sitecore XP in managed cloud with a headless frontend being built in Next.JS. This upgrade is due to go-live June ’23 but will only encompass the key required elements of the site. Further work will be required to migrate the remaining assets and deliver on the RN vision of a personalised experience. Which phase the project is in Live Existing team This service will directly engage with Navy Digital’s structure, specifically Sub directorate, Maritime Digital Delivery Services, Enabling Service Team. The lead crown servant – MDDS – (B2) Head of Enabling Services Team, responsibilities include Operation of all EST deliverables and Civil servants; oversight of performance of EST sub-contracts; support to head of MDDS for the delivery of MDDS outputs. Support is additionally provided to the Head of Enabling Service team in the form of a Complex Project Management service, responsibilities include: Managing day to day operation of RN public facing web services; prioritising change requests into RN web services outputs, Supporting Navy Media Team and as listed in the ‘People who will use your product or service’ with digital requirement development. Address where the work will be done The majority effort against tasking is expected to be completed via remote working of service providers. Elements of tasking and project work will require attendance, predominantly in and around the Portsmouth Naval Base area (e.g. NCHQ, MCSU, HMNB). The delivery team will be required to visit/work in other Military locations across the UK. This link, https://www.royalnavy.mod.uk/our-organisation/bases-and-stations, shows the main Navy Command managed sites and locations this contract will cover; however, this is not exhaustive as smaller sites may not be listed. Working arrangements The Royal Navy have offices located in London and, primarily Portsmouth. It is unlikely that you will need to work at either of the RN offices for any significant period, but project meetings may be held at these locations. Most of your work will be conducted offsite at your own offices. We expect a regular battle rhythm of meetings to be conducted via Teams, or other appropriate VC software, with face-to-face meetings at both the suppliers’ site and Royal Navy offices as necessary. Confirm if you require a contracted out service or supply of resource Contracted out service: the off-payroll rules do not apply Summary of work Navy Command is seeking to maintain and further develop the digital presence of the Naval Service (RN/RM/RFA & Navy Command Units and Organisations) on the world-wide-web (www) – this is known as the RN Web. Achieving this through a support service over a 24-month period to deliver development and sustainment of its screen-based digital products, including web-design and the development of on-line advertising, marketing, promotion, and information services. The Royal Navy’s main corporate website (www.royalnavy.mod.uk) is the Royal Navy digital hub for media operations, information provision, family support and Recruit Marketing activity. The site comprises of approximately 9,800 web pages across an estimated 75 templates and multiple reusable components and provides a wealth of information about the Royal Navy. A digital outcome-based development and support focused service is required to provide Cloud, Innovation and Digital Marketing development, implementation, and sustainment. Navy Command’s digital presence needs to be modern, fully compliant with all relevant legislation and regulations, including information security and accreditation. The requirements fall into the Outcomes, Outputs, and Activities (detailed in the Initial Statement of work section), all of which sit together and all of which this development and sustainment service must be capable of achieving. Where the supplied staff will work London Where the supplied staff will work South East England Where the supplied staff will work South West England Who the organisation using the products or services is MINISTRY OF DEFENCE - Navy Command Why the work is being done The Royal Navy (RN, RM, RFA) have an official website and presence in the World-Wide-Web (WWW) it is necessary that there is a digital and technical support arrangement to work alongside the in-house teams who provide content. This includes but is not limited to; RN Comms, Public Relations, Navy News, Family and Welfare communications, Naval Recruiting, official announcements/notices from Naval Bases/Establishments and King’s Harbour Masters (KHMs), Ops Support, any other official business conducted via the WWW and a plethora of sports and activity sub-sites. The business problem you need to solve There is a requirement to provide continued support for the RN Sitecore Content Management System (CMS) service hosted within the chosen hosting environments, to include future instances of web sites/information repositories, updates, recruiting campaigns/web marketing, web promotion including video web-based capabilities, services, functions, and applications. Technical competence in browser compliance, mark-up validation, functional testing against our supplied specification, user testing, security assessments/accessibility, performance, load testing and web traffic analysis, search engine and social media optimization are essential components of the requirement. Quality assurance to International Software Testing Quality Board (ISTQB-BCS) (ISEB) certification is also required. Iterative development, including but not limited to content, marketing & system updates. # WORKSTREAM OUTCOME 1 Content Management System Support and Maintenance - A CMS that is secure, MOD compliant and is within full support by Sitecore 2 Strategic, Creative development and implementation - Optimised digital experiences that meet the needs of a wide range of user groups, at all stages across customer experience journeys – all compliant with the Royal Navy brand. 3 Support and maintenance of RN hosted applications - Sites and applications maintained in line with the MOD’s DAIS/CyDR security accreditation requirements.
