Summary of work The Social Mobility Commission (SMC) monitors progress towards improving social mobility in the UK and promotes social mobility in England. It is an independent statutory body created by an Act of Parliament. Our current web presence is split between a gov.uk site, and a WordPress website for employers, ‘Social Mobility Works’. The gov.uk site is our official web presence, but is limited in functionality, and does not communicate our independence. Social Mobility Works is a more visually appealing site, and allows us more flexibility with the content we produce; however, it currently fails to meet WCAG 2.1 AA accessibility requirements. It also has ongoing issues with maintenance, as SMC editors are unable to e.g. upload new toolkits. We want to build a new website that showcases the SMC, and the work we do for different groups. There are a large number of social mobility related charities and organisations working in the UK, and many people have not heard of the SMC, or do not understand what we do and why we are relevant to them. The new website will provide a greatly improved user experience. We have worked with an agency in phase one to create the information architecture (IA) and design of the new site. They will hand over all assets for the build to the developers in late March. There will be a handover period between the contract being awarded and the assets being delivered from the design agency, during which you would liaise with them to ensure a smooth transition. Deliverables: New SMC website build The outputs of the deliverable are: - A new SMC website, live by the end of May 2023 - A site built in accordance with the SMC style guide, as well as the IA and wireframes from phase one - A site which meets accessibility requirements - All files will be provided to the SMC, and the SMC will own all files - The website should be built using a common tech stack - Fully compliant cookies notifications for Google Analytics, and any other required tracking information - Suitable redirects set up from existing socialmobilityworks.org pages to the relevant areas of the new site Website launch We expect the successful agency to: - migrate the completed site from any local development area to the selected host provider - ensure databases, forms and any other technical areas will be configured and tested in a safe environment before proceeding to make live - run standard deployment configuration checks and back up of deployment files - run tests on the new server for optimisation and functionality - on approval, ensure the new SMC site is made live Google Analytics setup The outputs of the deliverable are: - Google Analytics fully integrated with new website, using the existing Social Mobility Commission analytics account SEO optimisation Our Wordpress microsite currently has the plugin Yoast. The outputs of the deliverable are: - SEO migration completed from previous sites to new site - Search engine optimisation tool fully integrated with new site Accessibility testing The outputs of the deliverable are: - A full external accessibility audit of the new site, conducted by an external supplier, before the site moves into public beta - Fixing of any issues uncovered by the audit - Retesting if necessary Ongoing maintenance and support of the new site The outputs of the deliverable are: - 1 year web hosting - 1 year maintenance and support - updated files regularly provided to the SMC - you will create backups of site files and databases on a daily basis and store them on a secure server - in the event the site is compromised, you will restore the site from any backup available as quickly as possible Reporting requirements The successful supplier is responsible for the final deliverables. It is expected they will respond constructively to feedback on the drafting of all outputs from the SMC; and build time into their work plan for this engagement accordingly. Products should use a style guide as supplied by the SMC. The site must be accessible and in compliance with the Equalities Act 2010, and WCAG 2.2 compliant, as outlined above. Where the supplied staff will work No specific location (for example they can work remotely) Why the work is being done Our ultimate objective is to create a United Kingdom where the circumstances of someone’s birth do not determine their outcomes in life. This work will achieve this in part by raising awareness of the SMC, what social mobility is and how people can play their part in improving it, as well as providing information to a variety of audiences. The new website will ensure that our valuable resources can be shared more wisely and that we can support a much wider range of people on their social mobility journey. In order to achieve this, we want to build a new site that will provide a clear, engaging overview of who we are and what we do. We want a website that will pull together the disparate content that currently exists on two separate platforms into one. We want to ensure that, by having a single web presence, we consolidate our content and visual identity, increasing awareness of the SMC and our work We also want to ensure we have the ability to build subdomains, for specific audience groups, with branding they can resonate with, so that we can meet their needs Reach new audiences to promote the SMC and provide information: Our current websites are frequented predominantly by employers, policymakers and researchers. Many of these users are already highly engaged and often knowledgeable about social mobility. We would like to now expand to new audiences and create a single website containing all of our content for a variety of users. We would also like to prepare our site for a future phase of website development, which will see the growth of sections aimed at young people and families into larger platforms, with their own separate branding. We want to ensure that the website is optimised for search engines to improve our visibility online. Improve the user experience for visitors: When different audiences reach our site, we need it to be as easy to navigate and use as possible. We want to create a user-friendly interface that makes it easy for customers to find the information they need quickly and efficiently. Additionally, we aim to provide an engaging and interactive experience for our users, incorporating multimedia elements such as videos and images, as well as an interactive tool for measuring how well an organisation is currently doing when it comes to social mobility. Improve content management for the SMC: We would like to address functionality limitations that we have identified when updating and adding content to the site, allowing us to have more control over our content. This means we can adapt more quickly and easily to the needs of our users and take responsibility for the majority of the day to day content management of the site. We need the successful supplier to use a CMS which will allow the SMC secretariat to upload and edit content quickly and easily. The business problem We want to build a new website that showcases the SMC, and the work we do for different groups. There are a large number of social mobility related charities and organisations working in the UK, and many people have not heard of the SMC, or do not understand what we do and why we are relevant to them. As a student I need to know which organisations can help me so that I can find support with my education and career. User type: Researcher Definition: As a researcher, I need to easily find SMC reports and research so that I can use these to inform my work. User type: Journalist Definition: As a journalist I need to find SMC news and media information so that I can write social mobility related pieces. User type: Employer Definition: As an employer I need to find SMC employer resources so that I can learn how to improve social mobility in my organisation. User type: Policy maker Definition: As a policy maker I need to learn more about social mobility so that I can make policy which improves people's lives. User type: University access officer Definition: As a university access officer I need to find out what I can do to improve social mobility, so that I can get more students from lower socio-economic backgrounds into my university. Which phase the project is in Discovery Existing team Shannon Miller, Senior Campaigns Manager - Shannon will be managing this project Rachel Smith, Head of Operations - Rachel will dealing with the contract and financial arrangements Mary Hennessey, Deputy Director: Stakeholder Strategy and Advocacy - Mary will be supporting this project John Craven, Director Equality Hub Digital Team - the Digital Team will be supporting the SMC with project management An external creative agency, we have worked with to create the design and IA of the new website. This will be handed over to the successful supplier for the build. Address where the work will be done The work will take place at the workplace of the successful supplier. Working arrangements The discovery, IA, wireframing and design stages of the website creation will have been completed in phase one. All creative assets will be handed over to the successful supplier to complete the website development, and there will be a period of overlap where both agencies are in contract, to ensure a smooth transition. We will supply the content with which to populate the new pages. Working with the IA and design provided by the agency, the successful supplier will be responsible for: - building the website, in line with the assets provided - integrating the site with Tractivity, our stakeholder management system, so that form data can be collected - setting up Google Analytics and Google Tag Manager for accurate reporting - implementing SEO migration - setting up the CMS, creating accounts for SMC staff and providing access - quality assurance and user testing - ensuring that the site is WCAG 2.2 AA compliant, at least. As much as possible should be AAA compliant - providing recommendations for hosting the new website You will also be responsible for securing a full accessibility audit of the site, conducted by an external supplier, before its launch. You will also implement any fixes identified during the audit. Similarly, you would need to carry out penetration testing, to identify potential vulnerabilities in the site, and ensure that these risks are mitigated. You will also be responsible for the ongoing hosting and maintenance of the site, although the SMC will take on the day to day content management. You should ideally use Agile ways of working. The SMC’s preference is to work in two-week sprints, with clear sprint goals and a show and tell after each sprint. As this work plan is collaborative in nature, there will be a significant level of interaction with SMC’s project lead. As a minimum, the successful supplier will be asked to: - Attend a project kick-off meeting - Attend weekly status meetings to ensure the project is on track - Attend a midpoint review including engagement with the technical panel - Hold regular video/phone calls and email correspondence with the SMC project lead, as well as others, as needed - Communication as needed, when barriers and challenges arise. The only functionalities that should be includes is the 'Maturity Assessment' can be found on socialmobiltiyworks.org and the integrating the site with Tractivity, our stakeholder management system, so that form data can be collected. The confusion is that, given there are 2 sites (current WordPress website + Gov.UK website), do pages from both sites need to be on the new SMC website? If only the SMC website, the only sitemap we have found from SMC site is https://socialmobilityworks.org/sitemap_index.xml (is this everything?)
