Development of Integrated Communication Campaigns and Development of Multimedia and Online Communications-related Services as Stand-alone Products

Description

An amendment to the FWC OC/EFSA/COM/2019/01 - Lot 1 via the NP/EFSA/COM/2022/01 is made to increase the envelope by 50 %. The service need is coherent with the legal basis found in Art. 11.1(e) of Annex 1 of the EU Financial Regulation and applies a negotiated procedure without prior publication of a contract notice with the economic operators awarded the initial framework contract in reference. Lot 1: The following conditions are met for application of Art. 11.1(e): 1. The initial framework contracts were awarded following an open procedure and the possibility of using Article 11.1 (e) to increase the FWC envelope was announced in the tender specifications of the initial procurement procedure; 2. The negotiated procedure under Art. 11.1(e) is proposed to be launched during the three years following the entry into force of the original contracts (11 May 2020); 3. Taking into account the principle of proportionality and by analogy to the contract modification articles under 172(3) FR, the new services should not exceed 50 % of the initial FWC envelope.
