Implementation and policy analysis of Norwegian humanitarian aid, development cooperation and peace efforts in the DRC, Ethiopia and Lebanon

The Department for Evaluation in the Norwegian agency for development cooperation (Norad) will, as per its evaluation program 2022 – 2024, carry out an evaluation of the interaction between Norwegian humanitarian aid, development cooperation and peace efforts. As a central part of the evaluation, the Department for Evaluation will conduct an analysis of the implementation and policy coherence of aid. Lot 1: The Department for Evaluation calls for tender proposals for consultancy services to carry out an implementation and policy analysis of Norwegian humanitarian aid, development cooperation and peace efforts in the DRC, Ethiopia and Lebanon. The objective of both this analysis and the evaluation as whole are twofold: (1) to assess to what extent Norway’s efforts have been coherent in these three countries; and (2) to formulate lessons on how Norway can coherently link humanitarian, development and peace interventions. The assignment will be carried out in the period from May to November 2023. The total costs of the assignment will not exceed 1,700,000 NOK excluding VAT.
