1. Network Leakage Management Services To provide proactive and reactive leakage detection services to identify, prioritise and investigate leakage across the network, including Active Leakage Control (ALC), DMA investigations, trunk main investigations, verification of reported leaks, identification of Unaccounted for Water and targeted strategies for Priority and Deficit Zones. The model will be outcome-based, with suppliers incentivised against leakage reduction, leak run-time reduction, repair quality, customer impact and operational efficiency measures, rather than solely activity-based measures such as leaks found or repairs completed. The scope may also include complementary network optimisation, flushing and conditioning activities that support network performance, resilience and water quality outcomes. Lot 1: 2. Scope of Services 2.1 Leakage Detection and Investigation Deliver proactive and reactive leakage detection services to identify, prioritise and investigate leakage across the network. This includes Active Leakage Control (ALC), DMA investigations, trunk main investigations, verification of reported leaks, identification of Unaccounted for Water and the development of targeted leakage strategies for Priority and Deficit Zones. 2.2 Network Monitoring and Analytics Provide network monitoring, data analysis and leakage intelligence to support leakage targeting, prioritisation and performance improvement. This includes analysis of flow, pressure and telemetry data, leakage forecasting, validation of interventions and identification of opportunities to improve leakage performance. This may also include analysis of network conditioning and flushing data, risk assessment activities, network performance evaluations and the development of targeted intervention recommendations. 2.3 Find and Fix Services Undertake integrated leak detection and repair activities, including excavation, repair, reinstatement and traffic management through to closure. Suppliers will be expected to demonstrate how an end-to-end delivery model can reduce leak run-times, improve efficiency and deliver value for money. 2.4 Seasonal and Emergency Response Support Scottish Water during periods of elevated leakage demand, including severe weather events, burst outbreaks, resilience events and security of supply incidents. Suppliers shall maintain out-of-hours capability and operate in accordance with Scottish Water incident management procedures. 2.5 Customer Side Leakage Services Support the identification and resolution of customer-side leakage through investigation, verification, customer engagement and innovative repair solutions that minimise cost, disruption and water loss. Promote, support, and advise customers on opportunities to reduce water consumption. 2.6 Performance and Continuous Improvement Drive improved leakage outcomes through effective performance management, reporting, innovation, resource planning and collaborative working with Scottish Water operational, planning and analytical teams. 2.7 Flushing and Network Conditioning Services Scottish Water may seek capability to deliver targeted flushing and network conditioning activities that support overall network performance and resilience. This may include uni-directional flushing, trunk main conditioning, commissioning support, network assessments, data analysis, operational reporting and the development of risk-based intervention plans. Excluded from Scope - Capital Maintenance/Delivery Activities. 3. Contract Duration An overall contract duration of 8-12 years is envisaged, likely consisting of a 5-year initial term with provisions for subsequent extensions. 4. Estimated Value Estimated annual spend is expected to be approximately £50 million per annum, comprising leakage management services together with potential network conditioning and flushing activities. The final scope will be confirmed following market engagement and may be adjusted prior to procurement. 5. Supplier Market Engagement Events Scottish Water intends to host one or more market engagement events during October 2026 to meet with organisations that can provide all or part of the services outlined within this PIN. The anticipated date of the market day is 8 October 2026; however, this is subject to change and will be confirmed closer to the time. The purpose of these sessions is to better understand current market capabilities, supplier experience, delivery models, innovative approaches including digital leakage solutions, emerging technologies, and opportunities to help shape Scottish Water's future leakage strategy and procurement approach. Scottish Water is seeking insight into the range of client and supply chain operating models that can incentivise and drive significant improvements in leakage performance, including integrated, enterprise style approaches that move beyond the traditional client contractor model. Scottish Water welcomes participation from suppliers and is keen to engage with organisations that can offer specialist services, integrated end to end solutions, or innovative approaches to leakage detection, monitoring, analytics, customer side leakage management, repair activities, network conditioning and flushing services. Further details regarding the format, location and timing of the events will be provided to relevant interested parties. Scottish Water will manage this process in an open and transparent manner to maximise the potential benefits. Participation or non participation in informal discussions or the Market Day will neither preclude participation in, nor provide any advantage or disadvantage to, suppliers in any subsequent procurement process. Scottish Water shall have no liability for any costs incurred by organisations attending the Market Day or otherwise participating in this engagement activity. Direct or indirect canvassing of any Scottish Water representative concerning this procurement, or any attempt to obtain information relating to this Prior Information Notice outside of the formal process described in this document, may result in disqualification from this procurement and may be taken into consideration in future procurement activities.
