Skills bootcamps are one part of the National Skills Fund, a £2.5 billion initiative to help adults train and gain skills quickly to improve their job prospects. The bootcamps offer free, flexible courses of up to 16 weeks for adults aged 19 or over who are either in work, self-employed, recently unemployed or returning to work after a break. NTCA and the NELEP have secured a combined £7.4m directly from the Department for Education to support the delivery of Skills Bootcamps in the NTCA region and wider NELEP geography. This is a significant investment in our region and has the potential to deliver new opportunities to generations of adult who may have been previously left behind. Skills Bootcamps aim to secure benefits for adults aged 19+ by giving them access to in-demand skills training and a guaranteed interview for a more sustainable, higher-skilled job and higher wages over time. The benefits for employers include helping them fill specific skills shortage vacancies, enabling them to become more productive, more quickly. The overall aims of the Skills Bootcamps are: - to deliver flexible training programmes lasting up to 16 weeks, based on employer / sector ‘in-demand’ skills needs which may be either regulated (i.e. qualification based) or non-regulated (e.g. based on alignment with industry standards) enabling adults (19+) to do training around work and other commitments, looking to gain work, additional responsibilities, or access new opportunities and will offer a guaranteed job interview (in the case of a new job) to individual participants on completion of the course; - to address the needs of adults (19+) who are full-time and part-time employed, unemployed, returning to work after a break or self-employed, and provide individuals with wider access to opportunities to retrain, update or formalise their skills or acquire specialist skills; - to address the needs of employers and the wider economy, to deliver targeted interventions to meet short-medium term demand to fill vacancies and drive productivity. They will help fill medium-higher level vacancies and bring individuals closer to better jobs, by linking them with line of sight to a job/ different role, additional responsibilities or new opportunities/contracts; and - to help fill vacancies and bring individuals closer to better jobs (including those currently in employment), by linking them with line of sight to a job / different role, additional responsibilities, or new opportunities / contracts. We are keen to see innovative proposals of realistic and sustainable options that demonstrate commitment from all sides to a successful outcome. The initial estimated total value of this procurement (across Lots 1 to 10 inclusive) is £7.4 million. The total value of the procurement to include any future contract extensions or variations is £ 29.4 million this is based on the initial period plus 2 x 12 month extensions and a potential additional £2.4 million per annum for the NE LEP Lot 10 Lot 1: Lot 1 Digital Core Lot 1 Digital Core Category could include but are not limited to: Computer Aided Design – 3D, Electrical, Diagnostics Cyber – Security, Intrusion Analysis, Technology Readiness, Engineering Data – Analytics, Engineering, Database, Design DevOps Digital Marketing – social media, Design, Analytics Games Network – Engineering, Technology, Infrastructure Software Development – Programming, Agile Computing, Coding Software Engineering Support – Specialist IT Solutions Web – Full Stack Development, Engineering, Production Lot 2: Lot 2 Digital Bespoke Digital Skills Bootcamps not falling within the Lot 1 Digital Core subject sector areas. We wish to encourage innovation and diversity in proposals, and we do recognise that Skills Bootcamps may not always accord exactly with these divisions Lot 3: Lot 3 Logistics Skills Bootcamps that will provide regulated certification in skills for working in the Transport and Logistics Industries, non-regulated training in transport operations covering health & safety and logistics legislation. HVC Driving: A. Novice to Cat C B. Novice to Cat C and Cat C+E C. Novice to Cat C or Cat C and Cat C+E + employer specific elements D. Cat C to Cat C+E E. Additional Qualification in ADR Packages F. Additional Qualification in ADR Packages and ADR Tankers G. Additional Qualification in ADR Tankers + PDP H. Back to the Wheels Refresher to existing category I. Back to the Wheels Refresher Cat C to Cat C+E Lot 4: Lot 4 Technical Core NTCA are seeking Skills Bootcamps that will develop the skills, knowledge and behaviours to work, progress in work, or gain an apprenticeship. Skills Bootcamps in Lot 4 Technical Core Category could include but are not limited to: Engineering – Civil – including development of skills to support the Rail Sector Engineering Construction, Marine Welding – Coded, MIG, TIG Lot 5: Lot 5 Technical Bespoke Skills Bootcamps not falling within the Lot 4 Technical Core subject sector areas but are responsive to employer skills demands in the NTCA region and support key growth sectors including the Offshore Wind Sector. We wish to encourage innovation and diversity in proposals, and we do recognise that Skills Bootcamps may not always accord exactly with these divisions. Lot 6: Lot 6 Construction In the NTCA region there are a number of high-profile construction projects due to commence which will require skilled workers Skills Bootcamps in this Lot must be designed to address skills shortages experienced by employers in the construction sector and may include but are not limited to: Construction Management - NTCA are seeking Skills Bootcamp proposals that provide Level 3+ skills in construction management, site supervision and project co-ordination. The programmes must be developed to support skills demand from existing employers as well as other inward investment coming into the NTCA region. Construction Trades - NTCA are seeking Skills Bootcamp proposals that provide Level 2+ trade skills including Bricklaying, Plumbing, Gas, Dry Lining, Joinery. These bootcamps must support construction projects across the NTCA region. Other Construction - NTCA are seeking Skills Bootcamps which provide practical and theoretical training including achievement of nationally accredited licenses in order to operate a variety of heavy plant equipment utilised in the construction sector. Skills Bootcamps in this sector will support new entrants to the construction sector, as well as packages to upskill experienced construction workers. Lot 7: Lot 7 Pathway to accelerated apprenticeships NTCA are seeking proposals that relate to accelerated apprenticeship pathways in a range of roles which include the Industrial Coatings Apprenticeship Programme, Non-Destructive Testing Operative Apprenticeship Programme and other advanced and specialist engineering apprenticeships in the NTCA region. Lot 8: Lot 8 Green Skills The low carbon economy is predicted to grow four times faster than the rest of the economy over this decade and the transition to this green economy provides a real opportunity for driving the economic recovery in the NTCA region. There is huge potential for job creation through the low carbon transition in sectors of the economy including buildings, energy, manufacturing, transport and ICT. NTCA is seeking proposals for Skills Bootcamps that will support skills demand in the Green Economy for our region. Proposals may include but are not limited to: Green Power - Skills Bootcamps which will provide the skills required in the operations and maintenance of wind turbines for the offshore wind industry. Green Construction & Buildings - Skills Bootcamps to support skills development in retrofit, energy efficiency installation, Smart Devices and controls and Heat pump installation. Green Protection of Natural Resources - Skills Bootcamps that support rural skills or trade related certificate of competence such as NPTC certificates in chainsaw, clearing saw or herbicide application. Nature Restoration, Woodland Management, Arboriculture, Decarbonising Agriculture, Waste Management and Recycling. Lot 9: Lot 9 Other Culture and Events The reinvigoration of the events and cultural / creative offer is a priority for NTCA. Our environment and heritage are key economic key assets, and we recognise the role that the creative industries and the visitor economy play in driving economic growth and job creation across the region. Investment in skills is crucial to develop more resilient freelancers, businesses, and organisations, as well as ensure our residents have access to the many employment opportunities in this sector. NTCA are seeking bespoke Skills Bootcamps that include but are not limited to L3 technical skills in production, Events design and production. Events Health and safety management, Events marketing, and audience development. Wider digital marketing, design and communication. Lot 10: Lot 10 North East LEP Green Skills The low carbon economy is predicted to grow four times faster than the rest of the economy over this decade and the transition to this green economy provides a real opportunity for driving economic growth. The North East LEP is seeking to develop Skills Bootcamps that will target the development of green skills to support this transition. Skills Bootcamps in green skills must deliver skills that; • directly meet the needs of the green economy and support the transition from high to low carbon, directly contribute to the achievement of the UK’s net zero emissions target and help mitigate climate risks; and • are ‘Direct Green’ skills - these are skills that are specific to the Prioritised Green Sectors (outlined below) or a role within that sector. The North East LEP is particularly interested in testing new provision (including provider types, qualifications and methods of delivery). We would encourage contractors to include an element of new provision in their overall delivery. The North East LEP is seeking bespoke Skills Bootcamps in the following Prioritised Green Sector areas: Green Power - Skills Bootcamps which will provide the skills required in the Renewables sectors (such as operations and maintenance of wind turbines for the offshore and on shore wind industry, Solar e.g. Solar roofing installation and maintenance) and skills to support the transition to renewable domestic energy. Green Construction and Buildings - Skills Bootcamps which will provide the skills required in retrofit (including retrofit installation) and energy efficiency installation (including heat pumps maintenance and repair) Green Transportations – Skills Bootcamps which will provide the skills required in the electric vehicle manufacture, maintenance and recycling sector. Each contractor must include some level L5 qualifications within their offer.
