Framework for the Provision of Temporary and Interim Staff Services

Description

The provision of temporary and interim staff services to the Scottish Public Sector Lot 1: The Scottish Procurement and Property Directorate (SPPD) is the organisation tasked with procuring requirements on behalf of Scottish Public Sector Bodies. The current Scottish Government collaborative Temporary and Interim Staff Services Frameworks are a suite of four individual multi supplier Framework Agreements which commenced on 13 April 2023 and are due to expire on 12 April 2027. They are all National Category A Frameworks which are open to all public sector organisations throughout Scotland. They are designed to provide the full range of commonly sought temporary and interim staff services required for daily business. These are national collaborative Frameworks, for commonly required, regularly sought temporary and interim staff services roles/assignments across the Scottish public sector. These Frameworks are intended solely for short term, gap filling purposes and are not intended as an alternative to permanent or fixed term appointment (FTA) recruitment. Work has commenced in developing the procurement strategy options including canvassing of stakeholders views. In order to complete and finalise the strategy, SPPD recognises the value of suppliers having the opportunity to contribute to this process on a non-competitive, non-judgemental basis. This request for information is aimed at collating those views from market participants. Framework participants will be expected to provide a range of Fair Work First measures. This information may be utilised in developing the procurement strategy to help deliver contractual arrangements for Temporary and Interim Staff Services requirements.
