Provision of OHMS

Description

Renfrewshire Council requires a contract the licensing, support and maintenance of the OHMS system which allows the Council to capture, manage, store, deliver and share information in relation to its housing estate and estate information. A negotiated procedure was conducted in accordance with Regulation 6 of the Public Contract Scotland Regulations 2016. Circumstances in which a contract can be awarded without competition: 6.- (1) A contracting authority may award a public contract without seeking offers in relation to the proposed contract (b) where the works, supplies or services can be supplied only by a particular economic operator for any of the following reason (ii) competition is absent for technical reasons
