Embedding Disability Competence in Emergency Preparedness Protocols

The Scottish Government seeks to commission an external delivery partner to design, develop, co-produce and pilot disability-inclusive emergency preparedness guidance and training materials for Scotland's resilience system. Lot 1: The Scottish Government seeks to appoint a suitably qualified external delivery partner to design, develop, co-produce, pilot and support the initial dissemination of disability-inclusive emergency preparedness guidance and training materials for Scotland's resilience system. The successful supplier must demonstrate expertise in disability inclusion, the social model of disability, co-production methodologies, stakeholder engagement, adult learning and emergency preparedness and resilience. All outputs must be developed in partnership with disabled people and Disabled People's Organisations (DPOs) and be aligned with Scotland's emergency planning and resilience structures. The contract will run from December 2026 to August 2027
