Description

This is an opportunity to become part of the passenger transport dynamic purchasing system (DPS) to deliver GCC’s passenger transport services up to a value of GBP 210 000 000 over a 10-year period. Passenger transport operations are an area of high risk and are governed by a considerable amount of legislation such as vehicle and taxi licensing, the Transport Act (1985) and the Road Traffic Act (1994). The 10-year DPS commenced in March 2020. The dynamic purchasing system is divided into the following categories: Category 1: Specialist Short Notice Transport (Cars); Category 2: Mainstream Short Notice Transport (Cars); Category 3: Specialist Long Term Transport (Cars); Category 4: Specialist PSV Transport (PSV); Category 5: Mainstream Long Term Transport (Cars); Category 6: Mainstream PSV Transport (PSV); Category 7: Public Transport Services (PSV). This category relates to the supply and operation of passenger transport services that require 8 passenger seats or less (excluding the driver) – i.e. cars, section 19 vehicles, taxis or private hire vehicles. Service areas covered include special educational needs and social care transport for people with specialist behavioural and physical requirements. In addition, some specialist vehicles are required to be fitted with tail lifts and wheelchair anchorage points. Passenger assistants may be required to be deployed as specified in the DPS tender specifications. Please refer to tender documents for further information. Category 2 relates to the supply and operation of passenger transport services that require vehicles with 8 passenger seats or less (excluding the driver) – i.e. cars, section 19 vehicles, taxis or private hire vehicles. The service areas include mainstream home to school transport and library services. Exact requirements are stated in the DPS tender specifications. It should be noted that contract length in relation to this category shall not exceed 16 weeks. Some contracts may require the fitting of closed circuit television (CCTV), the technical requirements for which will be shown in the specification for the DPS tenders. Data protection requirements must be followed at all times as outlined in the terms and conditions. This category relates to the supply and operation of passenger transport services that require vehicles with 8 passenger seats or less (excluding the driver) – i.e. cars, section 19 vehicles, taxis or private hire vehicles.Service areas covered include special educational needs and social care transport for people with specialist behavioural and physical requirements. In addition, some specialist vehicles are required to be fitted with tail lifts and wheelchair anchorage points. Passenger assistants may be required to be deployed as specified in the DPS tender specifications. Specialist transport provision may also require the driver and passenger assistant to undertake suitable training as deemed appropriate by the Council. All contracts will require the fitting of closed circuit television (CCTV), the technical requirements for which will be shown in the specification for the DPS tenders. Due to the confidential nature of the personal information held, all suppliers are required to be registered with the information commissioner’s office (ICO) and all data protection requirements must be followed at all times. This category relates to the supply and operation of specialist transport that is operated by vehicles of 9 passenger seats or more, e.g. passenger service vehicles (PSVs) or S19 permit vehicles. Some contracts may require the provision of a passenger assistant which must be provided by the supplier although this will be stated in the specification for the DPS tender to be run in under this category. All contracts will require the fitting of closed circuit television (CCTV), the technical requirements for which will be shown in the specification for the DPS tenders. This category relates to the supply and operation of PSVs operating mainstream home to school transport or other Council services where a PSV is required. The majority of contracts will consist of bulk transportation of children and young people to and from their place of education. Some contracts may require the fitting of closed circuit television (CCTV), the technical requirements for which will be shown in the specification for the DPS tenders. Data protection requirements must be followed at all times as outlined in the terms and conditions. This category relates to the supply and operation of registered local bus services that require the use of passenger service vehicles (PSV) vehicles, community buses or smaller vehicles. Currently all contracts will require the provision of buses with low floors and equipment such as smart card and ticketing infrastructure by the supplier. Such requirements will be stated in the specification for the DPS tenders to be run in respect of the particular service contract. As part of the Council’s wider transport strategy elements of home to school transport journeys may also be integrated into agreements let through this DPS.
