Description

There is a requirement to tender for the provision of Cleaning Services at Buckinghamshire Council Corporate Offices and cross county sites, to ensure we are keeping our buildings clean and safe to fulfil our health and safety obligations. There are 74 sites in total. The contract will be for an initial term of 3 years, commencing on 1st of August 2026 and ending on 31st July 2029. The contract may be extended by one further 2-year period, and then another further 1-year period, making a potential total contract length of 6 years. The total contract spend for the full 6 years is estimated at £ 9,252,939. This is only an estimate, and the actual spend maybe higher or lower than this figure. This service is being procured using a two-stage procurement process which consists of: • Stage 1 Invitation to Participate – A selection process using a Procurement Specific Questionnaire (PSQ) • Stage 2 Suppliers successfully shortlisted at Stage 1 of the Procurement will be invited to submit tenders. This advert is for Stage 1 only. For the avoidance of doubt, bidders must only complete and return the PSQ (and any documents requested within the PSQ) at this stage 1. The Council is of the opinion that TUPE will apply. The In Procurement Specific Questionnaire (PSQ) and associated documents for this opportunity are published on the Council's procurement portal: https://in-tendhost.co.uk/buckinghamshire-council If you wish to participate and have not yet registered, please ensure you do so via the procurement portal in order to access the documentation. The Procurement Specific Questionnaire (PSQ) must be returned via the Council's procurement portal. The return date is midday on Friday 20th March 2026. Procurement Specific Questionnaire (PSQ) received after this time and date will not be accepted. The contract will not be divided into Lots. The reason for not having Lots is that we have previously considered fractionalizing the tender into lots, however had moved away from this direction. The reason for this is that we have a business need for a single contract, with one main contact and oversight presiding over the whole, which would reduce our management time and pick up economies of scale throughout the supply chain. We have previously found that one point of contact overall with several area managers gives us a suitable and timely service response, with resilience provided through the area managers.
