CAP Agricultural Aid Check Based on Monitoring — High High Resolution Satellite (HHR) 'Time Stacks' Product or Service Access 2019

Description

The object of this tender is to purchase such ‘time stacks’ i.e. a signal variation through time (temporal axis) either as a product in itself or through the access to a portal which allows extraction of the information for further use, under 2019 campaign. The Common Agricultural Policy (CAP) checks by monitoring, replacing the on-the-spot-checks presently used to verify that the area-based direct aid is granted correctly to EU farmers, is already being introduced as of crop campaigns 2018/2019. Several MS Regions are according to the recently adopted Article 40 of implementation regulation (EU) 746/2018 of 18.5.2018, implementing an agricultural aid check system based on monitoring. Such checks rely on automatic methods to observe, track and assess the CAP eligibility criteria, commitments and obligations. Regular and systematic observations are carried out using the Copernicus Sentinel imagery or equivalent, making use of automatic machine learning techniques. In the case when resolution of such imagery is not sufficient to conclude on the support, the competent authority must undertake appropriate ‘follow up activity’. One of these is making use of ‘time stacks’ of information derived from High High Resolution satellite (HHR) imagery which supplements the information input to the automatic processes. The maximum budget for this contract is 650 000 EUR.
