Efficiency East Midlands Ltd (EEM) is a procurement consortium which establishes and manages a range of framework agreements and dynamic purchasing systems. Our members include organisations providing services to the whole public sector including social housing providers, local authorities, blue light services and education and health related organisations. EEM on behalf of its members, has procured and entered into a framework with multiple contractors, for the provision of an ultra-low emission vehicle charging infrastructure, including the supply and installation of electric vehicle charging points(slow/fast/rapid) and other related technologies. The framework has been split into the following workstreams: Lot 1: Consultancy; Lot 2: Supply Only; Lot 3: Supply, Install and Maintenance; Lot 4: Back Office Solution; Lot 5: Full Solution (Consultation, Supply, Install, Maintenance and Back Office). EEM, on behalf of its members, has established a framework for the provision of consultancy services covering strategic guidance relating to the implementation of an electric vehicle charging infrastructure. The appointed consultants are able offer knowledge of the latest industry wide innovations and advances along with experience in developing and delivering: (a) understanding and planning the requirement; (b) advice on placement of charge points and installation guidelines; (c) assisting in choosing the best solution for the business; (d) assisting with local authority planning and implementation, including but not limited to a specification of quantities, cost and duration of works drawn up; (e) an enhanced site survey that includes a long-term installation roadmap and identification of potential scaling issues; (f) advice on available funding and assisting with the application for funding; (g) support during the tender period to ensure that proposals received meet the specification outlined in the tender documentation. This lot will be utilised to provide members with an independent consultancy service. The scope of this lot will be for the supply and distribution of electric vehicle charge points and all related accessories/products. The appointed suppliers will supply the latest technology and ensure that the products supplied meet the requirements of the specified materials. This lot will be used by our members who have in-house resources to install the electric vehicle charge points. The supplier may also be requested to supply the products to an appointed contractor. EEM have a proven track record in setting up and managing material frameworks. There is clear evidence to show that public bodies are paying a wide range of prices for the same commodities, EEM's objective is to assist the public sector in maximising the significant buying power that exists across our membership. With this is mind EEM is looking to replicate our other material frameworks and create a supply chain that provides all public sector bodies the same price regardless of size and location. By collaborating across our membership, we expect to receive the best possible price for materials. The requirement of this lot is for the supply, delivery, installation, commissioning and maintenance of electric vehicle charging points to the specifications of the members. Contractors appointed to lot 3 will be required to carry out works for members with a mixture of vehicle charging requirements including, but not limited to: — supply of electric vehicle charging points, — installation and commissioning of electric vehicle charging points, — maintenance of electric vehicle charging points, — provision of additional items and services including, but not limited to, protection barriers, signage, parking bay marking and charging leads. This lot is for the implementation of a monitoring system that allow will allow members to remotely manage their existing and newly installed charge points. The systems should, as a minimum, be able to record the location of each charge point along with real time information such as fault monitoring and diagnosis, tariff and billing, payment collections and detailed usage reporting. This lot will provide a ‘full solution’ to members enabling a sole contractor to be appointed for the: — consultation to support the decision-making process once a need for electric vehicle charging points has been identified, — supply of electric vehicle charging points, — installation and commissioning of electric vehicle charging points, — maintenance of electric vehicle charging points, — provision of a ‘back office’ solution, — provision of additional items and services including, but not limited to, protection barriers, signage, parking bay marking and charging leads.
