Summary of the work Evaluate and promote a standardised development framework which meets industry standards and methodologies, making best use of the available tools and resources. Provide practical guidance in terms of technical architecture and application architecture. DSB with the provider will complete a POC to encompass the development framework within the work environment. Expected Contract Length Contract end date 31st March 2017 Latest start date Tuesday 5 December 2017 Budget Range £30k Why the Work is Being Done This project is to assist the Department with an ICT project to evaluate and promote a standardised development framework which meets current industry standards and methodologies. Using this framework DSB with the provider will complete a POC to encompass the development framework within the DSB work environment. Problem to Be Solved The Departments ICT Digital Services Branch require specialist knowledge to produce a development framework which will utilise a standard approach based on industry recognised best practices, tools and technologies which can be shared with Departmental staff. Who Are the Users As a Digital Services Branch the branch develops and supports a range of ICT applications for the Departments Business areas. The requirement is to work smart in the development of the applications using the current range of resources and within the constraints applied by the individual projects. Existing Team ICT development and support staff with a range of skills Current Phase Not started Skills & Experience • 1. Significant experience of the entire Application Lifecycle Management process. • 2. Technical leadership role with demonstrable experience using Visual Studio .Net framework standards and technologies including C#, SQL Server, javascript, MVC, Web Services, web forms and API development • 3. Demonstrable experience of utilising Team Foundation Services through the software delivery cycle with particular emphasis on release management, quality management and testing including automated testing e.g. Selenium • 4. Demonstrable experience of working closely with NICS and wider public sector delivering software projects, customer relationship involvement and skills enhancement. • 5. Ability to provide technology teams with guidance in terms of technical architecture, application architecture and technology roadmap for application technology stack. • 6. Demonstrable experience of building and implementing service orientated architecture to facilitate enterprise wide solutions. • 7. Extensive knowledge and understanding of implementing security within the public sector NICS Enterprise Shared Services infrastructure. • 8. Knowledge and expertise in data protection including GDPR and the implications for software development. • 9. Demonstrable experience of implementing ISO 27000 information security management System (ISMS) within the public sector. • 10. Ability to work within Clarence Court, Adelaide Street, Belfast. • 11. Latest start date 5th December 2017with latest completion date of 31st March 2018 Work Location Clarence Court, Adelaide Street, Belfast Working Arrangments To be discussed with the provider as part of any proposal. Security Clearance The provider will be responsible to ensure that staff will have NICS security clearance through CPD.
