Description

Scope of Service: • Planning Application Support: Provide technical advice to Local Planning Authorities (LPAs) on energy statements and planning applications to improve consistency, robustness, and decision-making speed while reducing challenge risk. • Industry Engagement & Capacity Building: Deliver briefings, training, and engagement for developers, planning consultants, and energy specialists to clarify net zero expectations, improve submissions, and reduce planning friction. • Market Readiness & Delivery Support: Support key delivery partners, including volume housebuilders, SME developers, and regeneration partners, to prepare for net zero requirements, reduce viability disputes, and speed compliant delivery at scale. • Strategic Partner Alignment (Homes England): Engage Homes England to align investment, grant conditions, and land disposal with Greater Manchester's net zero standards. • Affordable Housing Sector Support: Engage Registered Providers to support early adoption of net zero standards, manage cost pressures, and align funding bids and programme delivery. ## Contract award
