Welthungerhilfe is one of the largest private aid organizations in Germany, without political or religious affiliation. Since Welthungerhilfe was founded in 1962 each sitting German President has been its patron. Welthungerhilfe has two locations in Germany (Bonn and Berlin). The project work is carried out in more than 30 countries on the continents of Africa, Asia and Latin America. In order to carry out the project work, Welthungerhilfe needs vehicles. Vehicles are mission critical assets in WHH operations. Target scenario Introduction of a global fleet management solution through the overall system described below, including the provision of operational readiness by the contractor based on a work contract, as well as the provision of the necessary system services to maintain operational readiness. This includes the homogenization of fleet administration in the different countries in order to improve the usability of the resulting data. The aim is to reduce complexity and simplify operation so that the usability increases. The goal of the project is a global, standardized fleet management that meets the main requirements of the stakeholders and allows the organization to improve efficiency and effectiveness. WHH wants to reduce administrative effort, cost for purchasing and repairs and fuel consumption. Also, WHH would like to get an overview of the global fleet cost in order to be able to introduce improvements. The entire system will be used worldwide, the Internet connection at the individual locations varies greatly. Internet connections may vary in availability, throughput, latency and quality (packet loss, jitter). The overall system offered must be fault-tolerant to this type of connection fluctuations. The design of the proposed fleet management infrastructure makes optimal use of the available resources (according to the current state of the art) and thus ensures a very good user experience.
