The Marine Institute invites tenders to this request for tenders from economic operators for the provision a consultation service to carry out a Review of Marine Institute as a Research Performing Organisation. The successful tenderer will provide the following services: Conduct an environmental scan of the broader national and international marine research landscape to identify key trends, challenges, and opportunities that can inform future Marine Institute strategy, alongside evaluating current organisational performance over a five-year period using relevant metrics and benchmarks. Assess the Marine Institutes role and impact as a research performer through both internal and external stakeholder perspectives, guided by existing strategic reviews and frameworks. Based on these insights, deliver clear strategic recommendations and options to shape future direction, strengthen research funding approaches, and outline actionable steps to support effective implementation of the Marine Institute as a research performer over the timeframe of the next five-year strategic cycle (2028-2032).
