Provision of Framework for the call-off provision of Tanker Training Services

Description

City of Glasgow College intends to procure a Framework Agreement for the provision of STCW-compliant Tanker Training Services delivered by MCA-approved providers. The Framework will cover Basic and Advanced Tanker Cargo Operations training and will primarily support operational resilience and business continuity. Demand is expected to be ad hoc and no minimum volume of business is guaranteed. Lot 1: Basic Training for Oil, Chemical and Liquefied Gas Tanker Cargo Operations (STCW) Provision of STCW-compliant Basic Training for Oil, Chemical and Liquefied Gas Tanker Cargo Operations delivered by a Maritime and Coastguard Agency (MCA) approved training provider. Delivery will support HNC/HND Nautical Science and Marine Engineering cadets and other maritime learners at City of Glasgow College. External provision will primarily be required on an ad hoc basis to support programme delivery and business continuity. Lot 2: Advanced Training for Oil Tanker Cargo Operations (STCW) Provision of STCW-compliant Advanced Training for Oil Tanker Cargo Operations delivered by an MCA-approved training provider. Demand for advanced tanker training is expected to be limited and ad hoc, with indicative volumes across all advanced tanker lots estimated at approximately 50–70 candidates per annum. Delivery must comply with current STCW and MCA requirements and be delivered by MCA-approved instructors at an approved training centre. No minimum volume of business is guaranteed under the Framework. Lot 3: Advanced Training for Chemical Tanker Cargo Operations (STCW) Provision of STCW-compliant Advanced Training for Chemical Tanker Cargo Operations delivered by an MCA-approved training provider. Training will support maritime cadets and industry learners requiring certification under current STCW regulations. Demand is expected to be variable and primarily ad hoc in nature. Providers must maintain valid MCA approval throughout the contract period. Appointment to the Framework does not guarantee any volume of work. Lot 4: Advanced Training for Liquefied Gas Tanker Cargo Operations (STCW) Provision of STCW-compliant Advanced Training for Liquefied Gas Tanker Cargo Operations delivered by an MCA-approved training provider. Training will be delivered in block format on consecutive days and must comply with applicable STCW and MCA course criteria. External delivery will support operational resilience and capacity requirements. No minimum volume of business is guaranteed under this Framework Agreement.
