Description
To assist in the management of the Luxembourg structures (ECC 2 and ECC 5 crèches), the European Parliament needs to call on the services of a specialist in the field of paediatrics (cf. lots 1 and 2) and psychomotricity (lots 3 and 4). To fulfil their task, the European Parliament’s medical offices need to call on the services of specialists in the field of cardiology and psychology (see lots 5,6,7 and 8). Forecast volume of maximum annual services 170 hours. The services include (non exhaustive list): Implementation of a general services programme: a) admission visits: these visits will take place before a child is admitted to the crèche. At the end of this visit, the paediatrician will give or refuse authorisation for the child to attend the crèche; b) monitoring the progress of each child in the crèche, by means of a quarterly paediatric check-up (weighing, measurement, vaccination monitoring, etc.); c) examining sick children, presented by nurses; d) telephone advice; e) visits if there is a specific problem; f) cooperation with the crèche nursing staff, in the above context,; g) advice to nurses and the management team on problems or difficulties identified by them or at the request of the European Parliament; h) contact with other health professionals and services outside the crèche; i) contact with other paediatricians under contract with the Parliament and the search for uniform care arrangements in the various crèches placed under the responsibility of the European Parliament; j) contact, in connection with the abovementioned functions, with parents, in particular at the request of the European Parliament; k) continuous updating of the crèches’ medical protocols as well as current recommendations on any medical subject concerning the crèches (vaccinations, allergies etc.), depending on the state of knowledge; l) liaison, in connection with the abovementioned functions, with the operations manager and with the representative of the “Working Time and crèches” unit (administrative body of the European Parliament, supervisory authority and responsible for the crèche). The annual maximum number of hours is 150 hours. The services include (non exhaustive list): a) within the month following a child’s admission to the crèche, carry out a psychomotor assessment and submit the conclusions, in writing, to the crèche's medical service (paediatrician and/or nurses); b) psychomotricity exercises with children, particularly those whose development needs to be monitored or who are faced with difficulties in coping and behaviour including: — psychomotor stimulation, — rehabilitation of psychomotor developmental disorders through dynamic relaxation techniques, gesture education, body or physical expression and through rhythmic activities, games, balance and coordination activities, — contribution, through forms of physical movement techniques, to treatment of character or personality disorders, emotional and relational regulation disorders and disorders relating to representation of the body with a mental or physical origin. c) advice/training educational staff, nurses and the management team on problems or difficulties identified by them or the staff; d) cooperation with educational staff, nurses and the management team, in the above context; e) contact, in connection with the abovementioned functions, with parents (at the crèche or by telephone interview in their office); f) contact, in connection with the abovementioned functions, with the representative of the Working time and crèches unit in Luxembourg (administrative body of the European Parliament responsible for the crèche). The services are to be performed in situ. The number of sessions and the schedules are to be agreed with the Head of the Working time and crèche unit. Possibly outside the timetables and premises mentioned above, the services may also include (non-exhaustive list): a) holding information sessions for the crèche management staff; b) holding information sessions for parents; c) any other services related to the subject matter of the lot. The annual maximum number of hours is 150 hours. The services are to be performed in situ. The number of sessions and the schedules are to be agreed with the Head of the Working time and crèche unit. Possibly outside the timetables and premises mentioned above, the services may also include (non-exhaustive list): a) holding information sessions for the crèche management staff; b) holding information sessions for parents; c) any other services related to the subject matter of the lot. The maximum number of hours per year allocated to the performance of services is 1000 hours. Provision of short or medium-term intervention (maximum of 5 consultations) for the primary purpose of psycho-social prevention and occupational medicine, as well as occasional help in the event of an emergency. This assistance will be provided in cooperation with the doctors, nurses and social workers from the medical practice of the European Parliament. The services do not in any way involve therapy or coaching. The services include (non exhaustive list): a) holding individual psychological consultations, agreed upon by appointment and/or in an emergency; b) holding psychology consultations for groups of people; c) holding conferences/information sessions for staff; d) any other services which may be related to the subject matter of the lot at the express request of the European Parliament. The maximum number of hours per year allocated to the performance of services is 250 hours. The services are to be performed in situ, generally at a rate of 5 hours per working week, on an annual average basis of 46 weeks. The hours are to be agreed with the Head of Unit of the medical practice. The rate of consultations may be adjusted in line with any European Parliament constraints, including where the number of requests for appointments goes up or down. The services include (non exhaustive list): a) medical consultations in cardiology; b) electrocardiograms; c) stress tests; d) ultrasound scans; e) advice on the prevention of high blood pressure, excess cholesterol; f) drawing up visit reports; g) holding of conferences/information sessions for staff; h) any other services related to the subject matter of the lot. The maximum number of hours per year allocated to the performance of services is 400 hours. The services are to be performed in situ at a rate of 2 consultation sessions per week, each lasting 4 hours, on an annual average basis of 46 weeks. The services include those by appointment and/or emergency (non exhaustive list): a) holding individual consultations; b) holding consultations for groups of people; c) holding conferences/information sessions for staff; d) any other services related to the subject matter of the lot. The maximum number of hours per year allocated to the performance of services is 400 hours. The services are to be performed in situ at a rate of 2 consultation sessions per week, each lasting 4 hours, on an annual average basis of 46 weeks. The services include those by appointment and/or emergency (non exhaustive list): a) holding individual consultations; b) holding consultations for groups of people; c) holding conferences/information sessions for staff; d) any other services related to the subject matter of the lot.
