The Vale of Glamorgan Council is seeking to appoint a suitably qualified and experienced architectural practice to provide architectural, feasibility and design development services for the proposed redevelopment of the ground floor of the former Wilko store, 59–71 Holton Road, Barry, into a new indoor market. The commission will include review of the existing building and available survey information, feasibility and options appraisal, development and refinement of architectural concept designs, consideration of the building frontage and entrances, internal market layout, circulation, accessibility, customer and welfare facilities, servicing and back-of-house requirements, together with initial planning and statutory considerations. The appointed Architect will be required to work collaboratively with a separately appointed specialist Market Designer to ensure that market stall design, trader requirements, customer experience and placemaking are fully integrated into the architectural proposals. The commission will also include consideration of improved access and connectivity to the upper floor and existing void area. The successful practice will be required to support stakeholder engagement, including preparation of emerging design material for a pre-Christmas 2026 design reveal, and subsequently develop the proposals into a coordinated, funding-ready design package, including RIBA Stage 2 concept design information, visualisations, outline planning information and supporting material for business case and external funding applications.
