Summary of work Provision of a delivery team for the Beta-phases of changes to new digital elections services. This is in support of the Government manifesto and ministerial commitments to deliver electoral changes. Across the life of the contract this may include front-end and/or back-end work for the following products/services: • Continued development on the Voter Authority Certificate (VAC) service. • Continued development on the Electoral Registration Office Portal (EROP) service. • Continued development on the postal vote application service. • Continued development on the proxy vote application service. • Delivery of changes to the Register to Vote service to support Overseas Electors. • Delivery of changes to the Register to Vote service to support European Union Voting Candidacy Rights. Prioritisation of workstreams and the order in which these are handed over will be determined closer to commencement date. For later workstreams this may be dependent on performance and submission of value for money proposals. Iterative user research of prototypes (including paper-based routes and non-disposable prototype built using the .Gov Nunjucks prototyping tool kit). Collaborating on roadmaps and planning for delivery across multiple workstreams. Detailed technical architecture designs including high level functional decomposition diagrams and non-functional requirements, key object models and key sequence diagrams, and security features. Threat modelling where the key threats are security risk, fraud risk, service accessibility and service availability. Definition of KPIs and data measurement processes. The latest start date for this work is 7 Aug 2023. However, please note that this date is indicative and subject to change. The start date may be brought forward if the procurement exercise is concluded earlier. Where the supplied staff will work No specific location (for example they can work remotely) Why the work is being done The Electoral Integrity Programme (EIP) is delivering key Government manifesto and ministerial commitments including the national roll out of voter identification; making it easier for overseas electors to vote; improving the transparency of political campaigning; measures to secure our democratic processes, improving the security of postal and proxy voting; and making polling stations more accessible. The Programme is running change projects concurrently to deliver substantial supporting secondary legislation, and digital innovation plus the infrastructure across the United Kingdom to support the successful delivery of the Government’s vision. The business problem Provision of a delivery team for the Beta-phases of changes to new digital elections services. This is in support of the Government manifesto and ministerial commitments to deliver electoral changes. The ERO Portal allows Local Authorities to administer Voter Authority Certificate applications. The functionality of the Portal needs to be extended to enable the processing of postal vote applications, proxy vote applications, and registration applications from overseas electors. The ERO portal also requires further development to improve speed and ease of application processing, and to allow Local Authorities to manage and report on applications and outcomes as they require. Citizens will need to be able to apply for postal vote and proxy vote applications online, and through non-digital routes. The existing Register to Vote service will need to be updated to: • allow for overseas electors to register in line with new secondary legislation • support changes to European Union Voting Candidacy Rights There are opportunities to further enhance the front-end of the Voter Authority Certificate application service to improve the citizen experience. The people who will use the product or service User type: Electors Definition: Who need to use elections and registration services (in digital and non-digital formats). User type: Overseas Electors Definition: Newly enfranchised overseas electors are users who have lived overseas for more than 15 years, who would be enfranchised through the Elections Act, and subsequent to this such persons would be able to vote in UK Parliamentary elections (once registered). User type: Electoral administrators at local authorities Definition: Who need to process applications, manage elector queries and maintain the electoral register Any pre-market engagement done Not applicable. No pre-market engagement activity has been carried out. Work done so far VAC and the EROP have completed their beta service assessment and entered public beta in January 2023. Some iteration work has been completed on these and there is a roadmap for future features. All other workstreams are in the beta development phase. High level service designs and blueprints have been created. User research is ongoing with target user groups to refine understanding of core user needs in service design. Outputs including architecture diagrams and alpha and beta assessment reports will be shared with shortlisted suppliers. Incumbent beta suppliers may continue working on specified workstreams whilst the new supplier is onboarding, and to ensure services are able to meet legal deadlines. Which phase the project is in Beta Existing team The existing team includes: • A Digital Product Team with a Head of Product, Product Managers, and Lead Service Designer. • A Digital Delivery Team with a Head of Delivery, Delivery Managers, Business Analyst and Project Manager. • A Digital Operations Team and Service Owner. • Policy and Business Change teams work alongside Digital as part of the wider EIP Programme. • The incumbent beta suppliers are Softwire and Valtech. • Department for Work and Pensions (DWP). • Electoral Management Systems (EMS) Vendors. • Local Authorities. • There is also a supplier appointed to provide support and maintenance to live digital elections services. Proposed minimum resource requirements from potential suppliers; • Delivery/Product Manager • Service/UX Designer • Business Analyst • Content Designer • User Researcher • Technical/Data Architect • Developer(s) • Senior Developer/Tech Lead • Security Expert • Tester These resources will be at SFIA levels 4-6. This is a contracted-out service so the off-payroll rules are not expected to apply. The IR35 status of the supplier’s staff will be detailed in each Statement of Work. Address where the work will be done The majority of work will be done remotely, but the supplier may need to attend meetings in London, or other locations upon request. Working arrangements The Supplier is expected to support the EIP Team during normal opening hours (Monday to Friday 08:00 to 18:00). Budget Indicative maximum: £1600000 Indicative minimum: The contract value is not specified by the buyer Further information: Initial, indicative maximum budget £1,600,000 (excluding VAT) for delivery of the initial programme.
