Breitbandversorgung durch Betrieb einer (vom BZV noch zu errichtenden) Breitband-Netzinfrastruktur in insgesamt 18 separaten „weißen NGA-Flecken“ im Zielgebiet, Ausstattung mit aktiver Technik, Sicherstellung der Breitbandversorgung. Der Betreiber hat das Breitbandnetz auf eigenes Risiko langfristig zu betreiben. Der Betreiber hat eine NGA-Breitbandanbindung mit mindestens 100 Mbit/s im Downstream im Rahmen des Netzes flächendeckend zu gewährleisten; höhere Bandbreiten insbes. für gewerbliche und institutionelle Nachfrager werden angestrebt. S. oben II.1.4 und Vergabeunterlagen.
