Description

Unmanned Combat Aerial Vehicles. Air defence radar. The Authority has an Urgent capability requirement (UCR) to provide a Counter unmanned air system (C-UAS) capability (Technology readiness Level 8 minimum) for UK armed forces. The capability shall be able to detect, track, identify and defeat UAS’s with weight ranges of between 2-150 kg. With a specific area of focus on the 2-22 kg and a minimum defeat range of <500 m. The system shall be capable of handling data, and operating within an environment, classified at a minimum of NATO Secret Rel FVEY. The contract shall include the provision of 1 year in service support to commence at the point of delivery and acceptance. The contract shall also include options for a further 4, 1 year support periods. Delivery of an overall training package will be required by the contractor to cover the equipment and its operation. All those expressing an interest must complete a Dynamic Pre-qualification Questionnaire (DPQQ) to ensure that only those with adequate economic and financial standing as well as the professional and technical knowledge are invited to tender. Respondees will be asked to demonstrate previous examples of expertise and delivery in operational environments. The DPQQ assessment criteria is provided as supporting information with the DPQQ. The DPQQ will be assessed using both pass/fail criteria and a weighted scoring scheme. The number of potential suppliers invited to tender will be a max of 5. Once the DPQQ assessment has concluded, those taken forward shall be provided with the Invitation to negotiate (ITN) and details of the technology demonstration. The ITN process will include a technology demonstration, which the Authority shall host at a venue (TBC). This shall independently test and evaluate candidate systems suitability against Authority pre-defined criteria, and the resulting data shall form part of the tender evaluation down selection method. This demonstration may be called at short notice (4 weeks from ITN release). To enable the Authority to book the demonstration test site (s) and understand permission requirements please could candidate’s forward, as part of the DPQQ submission, sensor, transmission types and other test site requirements / considerations.
