Description
Barnsley Metropolitan Borough Council (the Council) is undertaking this procurement to establish a multi‑provider Open Framework for the delivery of services under the Holiday Activities and Food (HAF) Programme. The procurement is being conducted under the Light Touch regime in accordance with the Procurement Act 2023, reflecting the nature of the services and the need for a proportionate and flexible approach. The services to be provided under this procurement include the delivery of holiday clubs, holiday events and enrichment workshop activities for eligible children and young people during school holiday periods across the borough. The Framework will run for an initial period of three (3) years (36 months), with the option to extend for a further one (1) year on an annual basis, up to a maximum total duration of eight (8) years. The extension profile will follow a 3 + 1 + 1 + 1 + 1 + 1 arrangement, resulting in a potential maximum Framework duration of eight (8) years. Any extension to the Framework will be subject to the continued availability of funding from the Department for Education (DfE) or the Crisis and Resilience Fund (CRF), ongoing confirmation of the Holiday Activities and Food (HAF) Programme, and satisfactory Provider performance in accordance with the Framework terms and conditions. All extensions will be made in line with DfE and CRF funding arrangements. The Framework is anticipated to commence on 1 September 2026. The framework is split into three specific lots as follows; Lot 1 - Holiday Club Delivery Lot 2 - Holiday Event Delivery Lot 3 - Holiday Enrichment Workshops Further information relating to each Lot is set out in the Lot‑specific document 02 – Part Two: Service Specification. Provision delivered during Half‑Term Holiday Periods maybe also funded through alternative funding streams. The estimated total framework value represents the Council’s anticipated expenditure over the possible term of the Framework only and does not constitute any commitment or guarantee of spend. The Council gives no assurance that funding will be available for the full potential duration of the Framework, and Providers should not assume any guaranteed volume, duration, or value of call off contracts. The actual value of the Framework may be materially higher or lower than the estimate stated and will be entirely dependent on the level, timing, and continued availability of funding
