Description
All lots Strathclyde Partnership for Transport's (SPT's) existing design and technical services framework maximum 4-year period expire either in March or May 2017. SPT wish to extend this framework to 31.10.2017 to allow the procurement of a new Design Technical and Professional Services Framework. Consists of Design and Technical services covering the following services: Transport Planning Consultancy Support Services, (surveys, modelling, development). Transport Modelling Consultancy Support Services. Project development/appraisal, incl. feasibility, risk, cost/cost management, surveys and Business Case Consultancy Services. Project Implementation Review Services. Traffic Modelling. The original scope is listed below, however this has been superseded by the CDMC 2015 regulations. Provision of CDMC Services in accordance with applicable regulations/code of practise to include Health and Safety Reports and safety Audits where required. Provision of Architectural design services to assist SPT in the delivery of projects which require an architectural input. A detailed project brief will be issued to successful Consultants once the Framework is in place, but the generic areas within this LOT are listed below, with some indication of some of the services likely to be required under the Framework. Site Master planning. Architecture. Conservation. Architectural Modelling Services. Clerk of Works/ Site Supervision. Accoustics. Fire Engineering. Contract Administration. Surveying Services. Accessibility (physical — to meet Disability Discrimination Act requirements): audits, options. People Flow Modelling Services. Provision of Civil & Structural Engineering design services to assist SPT in the delivery of projects which require a civil and structural engineering input. A detailed project brief will be issued to successful Consultants once the Framework is in place, but the generic areas within this LOT are listed below, with some indication of some of the services likely to be required under the Framework. 1) General Civil Engineering / Structural Engineering; 2) Tunnel and tracked Refurbishment or Renewal; 3) Drainage Design; 4) Traffic Management & Flows; 5) Roads, Highways, Bridges & Infrastructure Engineering; 6) Roads Lighting & Electrical Design; 7) Cycle way Design; 8) Footpath Design; 9) Specialised Transport Engineering Services for Bus Station Development; 10) Geotechnical. Provision of Property services to assist SPT in the delivery of Estate Management services including professional advice, guidance, negotiation and assistance on property and estate issues. A detailed project brief will be issued to successful Consultants once the Framework is in place, but the generic areas within this LOT are listed below, with some indication of some of the services likely to be required under the Framework. 1) Rent Reviews 2) Lease breaks and lease expiries 3) Lease renewals 4) Dilapidations and property life cycle costing 5) Landlord and tenant issues including Landlord consents, service charge and claims 6) Rating — to provide a full range of rating support services 7) Strategic advice, including the preparation and development of an estate strategy 8) Procurement strategy for property related issues 9) Development consultancy and advice 10) Valuations including acquisition and disposal of property interests 11) Planning 12) Condition surveys 13) Service assurance 14) Compulsory purchase 15) Wayleaves and easements 16) Other neighbourly matters 17) General advice on estate and property management 18) Facilities Management 19) Contract and tender preparation related to Facilities Management/Property management 20) Property capital and revenue project management 21) Structural and building surveying including instructive survey investigations 22) Letting and marketing advice 23) Valuations for statutory account purposes including DRC valuation. Provision of Industry Specialist Services to assist SPT in the delivery of projects which require specialist input. A detailed project brief will be issued to successful Consultants once the Framework is in place, but the generic are as within this LOT are listed below, with some indication of some of the services likely to be required under the Framework. Specialist support as ‘Independent Industry Expert’. The services to be provided will include specialist advice and project management support services for all modes of public transport projects and initiatives and related services, design, and infrastructure, including, (but not exclusively):-. 1) Subway systems and related design, infrastructure, and support services; 2) Bus transport and related design, infrastructure, and support services; 3) Bus QBC/SQP/Rapid Transit projects and related design, infrastructure, and support services; 4) Transport information projects, (including Real-Time), and related design, infrastructure, and support services 5) Ferry transport and related design, infrastructure, and support services; 6) Heavy Rail systems and related design, infrastructure, and support services; 7) Park and Ride projects and related design, infrastructure, and support services; 8) Walking and cycling projects and related design, infrastructure, and support services; 9) Car share projects and related design, infrastructure, and support services; 10) Hybrid and other Green Technology propulsion systems and related design, infrastructure, and support services; 11) Roads design including road safety and public transport priority projects/initiatives and related design, infrastructure, and support services; 12) Decriminalised parking and related design, infrastructure, and support services 13) Public transport project option appraisals, including STAG, GRIP, OGC and other related feasibility type studies; 14) Environmental and Carbon Reduction specialists; 15) Transport Modelling and related computer modelling services; 16) Passenger transport vehicle design & mechanical development; 17) Logistical Planning; 18) Hazard Identification and Mitigation Measures/Planning; 19) Data collection & analysis/monitoring. Independent Expertise on Existing System Maintenance improvements Reviewing and remapping critical processes and systems required to support efficiency and performance improvements of the existing system (notably train maintenance); the development of a robust and timely plan for the overall improvement in operational/fleet efficiency and performance including the preparation of new maintenance schedules, rosters and implementation plan; assisting SPT management and other members of the programme team in implementing the changes to maintenance and operations; Independent Expertise on Innovative Approaches to Operations and Maintenance To act as an independent expert in seeking, promoting and implementing innovation within the modernisation such as: plant and equipment for track maintenance, rail and permanent way systems materials technology communications tunnel linings. Independent Expertise on escalator maintenance, installation and operation: Acting as independent industry expert advising SPT senior management on existing escalator operation and maintenance. Reviewing and advising SPT on its new escalator installation programme, including assisting SPT to identify the most optimum programme replacement alongside the optimum maintenance of existing. The services to be provided under this sub lot will focus on implementing a programme of improvement in maintenance systems and supporting processes in the subway, including: Implementing new balanced maintenance, defect reporting, supply chain management and competency regimes Ensure new inspection regime reflects train operating parameters Managing the smooth transition from current practices to evolving new practices both in the short term but also for the wider requirements of the modernisation programme to ensure the delivery of the new technology (new ticketing system, trains etc.) match modern working practices review any new arrangements to ensure safe working practices are embedded in processes and ensure that the new ROGs submission and safe working practices are aligned with the new maintenance regime assist SPT in developing a strategy to effect the required culture change to maximise effectiveness of the new system Monitor the effectiveness of the new system, recommending corrective or improvement action where required. Ensure senior management receive regular reports on progress, highlighting any potential issues / barriers. Ensure full engagement of other operational departments to assess operational / managerial implications are fully understood and acted upon and internal processes are followed including conducting briefings and training sessions as agreed with operational management engage with other internal stakeholders, ensuring that due process is followed Ensure new systems are in alignment with competence management system. Highlight any potential gaps / issues to senior management. It should be noted that this work will require to be carried out of hours to meet operational demands which may include attendance during weekend and night shift. The tendered day rates should reflect this requirement. Quantity surveying and cost consultancy. Independent Expertise on New Trains, signaling and Control Systems — acting as independent industry expert advising SPT senior management on the key work streams for new trains, signalling and control systems; — provide independent intelligence on the supply chain for rolling stock, signaling and control systems; — prepare project delivery plans that fit within the overall modernisation programme and report progress regularly; — assist in setting out the interfaces with other work streams and ensure these are managed within the overall programme; — ensuring the services are implemented within SPT's overall subway modernisation programme approach.
