Procurement of automated inspection and roll-up equipment - notification on purchase from the current supplier.

Description

The Sykehusapotekene HF (SAHF) [The Hospital Pharmacies Trust] department in Skien currently has a production setup with 3 Baxter Proud single-dose packing machines. The packaging machines are integrated into the hospital network and the hospital pharmacy with associated control units and software supplied by Baxter. Single doses supplied by Baxter Proud are currently manually controlled and rolled-up in a separate roll-up room. This work is monotonous, physically challenging, labour-intensive and entails a risk of errors. A significant increase in deliveries of single doses from Skien is planned, and the department therefore has a strong need to automate and streamline this part of its production. SAHF shall therefore procure two units of Pouch Inspector Cut & Roll, supplied by Baxter. These will ensure sufficient capacity in the control and roll-up of manufactured single doses based on current plans. Lot 1: The procurement of automated inspection and roll-up equipment will be carried out as a direct procurement. SAHF believes that there is a legal basis to make a procurement without a contest in accordance with the PPR, section 13-4 b (2). We believe that a contest is impossible due to technical reasons as there are no reasonable alternatives and the lack of competition is not due to the contracting authority having adapted the procurement documents for a specific service provider. Due to technical reasons, there is only one tenderer who is able to deliver this equipment. SAHF has carried out a market dialogue and surveys to map potential suppliers of inspection and roll-up equipment. Criteria for assessing possible alternative systems have been subject to requirements regarding space, working environment (including noise level), technical integration with Baxter Proud and risk. The mapping shows that there are no other systems in the market that can be used in Skien than the one offered by Baxter.
