Description

The general aim of this procurement is to establish a contract for the design, development, testing, demonstration, supply, maintenance as well as training on use and functionalities of one Public Regulated Service (PRS) Radio Frequency Constellation Simulator (PRS RFCS). Lot 1: The Galileo programme is the European Union's Global Satellite Navigation System (GNSS) completely independent of other existing or potential systems. The Galileo system provides the public regulated service (PRS) restricted to government-authorised users, for sensitive applications which require a high level of service continuity, for the Member States, the Council, the Commission, EEAS and, where appropriate, duly authorised Union agencies; this service uses strong, encrypted signals. The Public Regulated Service (PRS) is encrypted navigation service, which provides position and timing to specific users requiring a high continuity of service, with controlled access. The procurement procedure is aimed at designing, developing, supplying and maintaining tools which will simulate the transmission of the PRS Signal in Space (SiS) from the satellites and specifically Radio Frequency Constellation Simulator (RFCS). The procured testing tools can be used for qualification, tests, and for curative and investigation purposes. These activities can be performed through the application of specific conditions, systematic errors or incidents that are impossible to create using real satellite signals. The supplies under the contract shall undergo security evaluation and accreditation. Final score = 60 % of qualitative evaluation score + 40 % of financial evaluation score.
