Description

The Ministry of Foreign Affairs, c/o the Section for Preventive Security (SFS), invites tenderers to participate in an open tender contest for a framework agreement for stand-by communication, with the aim of covering the contracting authority's need for stand-by satellite communication between the Ministry of Foreign Affairs and Norwegian foreign service missions in the years 2020-2024. Stand-by satellite communication will contribute to fulfilling the Ministry of Foreign Affair's security targets with particular focus on personnel security. The aim of the stand-by communication is to ensure that employees in foreign service missions are able to communicate independent of their location and the local communication conditions. At first, the service will be limited to areas/situations where a lack of communication resources has been assessed to be an unacceptable risk in the foreign service mission's risk assessments, both centrally and locally at each foreign service mission. The stand-by communication could, under certain circumstances, also be relevant for ensuring predictable service production for our service men under difficult conditions, for example, consular assistance in major or minor crises.
