The contracting authority is Kristiansand kommune c/o IT-enheten [Kristiansand Municipality c/o the IT unit] (the Contracting Authority). The competition concerns entering into a framework agreement (the Framework Agreement) for the lease of new and/or used multifunction printers (MFP) to Kristiansand Municipality. The need to lease MFP under the framework agreement (the MFP service) will arise to the extent that existing MFP leases and/or leasing agreements that the client is already bound by expire and/or to the extent that the client wishes to replace the MFP owned by the client himself. In accordance with the framework agreement, the supplier will make hardware with card-readers and software available to the contracting authority at a fixed monthly lease-price per MFP. Tenderers will submit tenders for three categories (models) new and/or used MFP, where the fixed monthly lease price per MFP includes offered service contracts, an unlimited number of printouts, all consumables including toner, but not paper. Tenderers will choose if it is desirable to submit tenders for new or used MFP. The contracting authority's individual entities order leasing of MPF as needed and the fixed monthly lease price per MFP will be invoiced directly to the individual entities. There is no binding period and throughout the entire contract period, the contracting authority can terminate the lease of individual MFPs by giving 3 months termination notice. Lease of MFP services cannot be extended beyond the duration of the framework agreement, including the option period. The supplier will, within ten business days of the expiry of the framework agreement, remove free of charge leased MFP from the contracting authority's locations. The supplier is free to continuously replace the offered MFP with other models, provided that it does not deliver MFPs of inferior quantitative and/or qualitative performance than the three specific models of MFP that have been offered and that the offered service level is maintained throughout the lease. The existing MFPs that the contracting authority already owns or has user-rights to under the existing hire and/or leasing contracts, is not included in the framework agreement. Tenderers will, regardless, submit fixed hourly rates for assistance with the operation of the existing solutions/environment, see the attached needs and requirement specification point 3.2.5. Without exception, the contracting authority has the option to purchase offered or other models that the tenderer can offer. The contracting authority wants an option for SikkerPrint. If the contracting authority chooses to trigger the last mentioned option, the contracting authority retains the right to enter into individual framework agreements about the procurement of SikkerPrint.
