Description
Froland Municipality signed a contract with Kruse Smith Entreprenør AS for a partnering contract for a new nursing home at Nesbakken in Froland, September 2021. A progress plan was established in accordance with the contract, with partnering and engineering design services up until mid April 2022, with a start-up of the execution in mid April 2022, and hand-over by the end of February 2023. Obstacles for the project arose during the partnering phase. Firstly, it was clarified in the budget process for 2022 that resources have not been set aside for a start-up of the execution in 2022. Secondly, seepage has been found at the construction site, which has triggered a need for comprehensive ground surveys before the work can commence. Based on the above, amongst other things, the execution phase has been postponed from 2022 until 2023. The change is considered to fall under the public procurement regulations, section 28-1, and does not involve (1) a change to the general character of the procurement, or (2) a price increase of more than 50% of the original contract value. The purpose of this voluntary ex-ante transparency notice is to comply with the contracting authority's obligations pursuant to the public procurement regulations, section 28-1 (3). If the market deems that the change is contrary to the public procurement regulations, chapter 28, the contracting authority would like to be informed of this as soon as possible.
