System for interpretation services

Description

Porsgrunn Municipality intends to enter into a contract with Proweb AS for a system for interpretation services. The system shall in an efficient and clear way support the interpretation services to find interpreters in the database who are suitable for executing received orders and request and allocate these to assignments. The system shall ensure that the correct invoice documentation and salary basis are produced and, if required, transferred to other systems for execution. A reporting function must be a part of the systems. A reporting function must be a part of the systems. The contract shall be in accordance with SSA-L [the Norwegian Government's Standard Terms and Conditions for IT Procurement]. The expected number of users is approx. 10 users of the system. The municipality has approx. 10,000 assignments per annum. Based on the requirement for a comprehensive system for the entire process, the contracting authority intends to enter into an agreement with Proweb AS for the system, as the contracting authority believes there is only one provider in the market that can meet the contracting authority's needs. The contracting authority thus believes that there is a legal basis for entering into an agreement with Proweb AS regarding the delivery of a system for interpretation services without an invitation to tender.
