These services will be tendered through the ESPO Framework, Lot 2264, Estate Management Professional Services (London). This will be a Direct Award to Red Loft, who are an incumbent suppliers. The services and rates have been competitively tendered by the Framework. Red Loft have been appointed since November ’23 via a Tower Hamlets RFQ process. To date Red Loft have been providing advise on valuations and viability appraisals on the HAP schemes during the design stage (RIBA 3) and advising on the viability of the tender submissions. Red Lofts continued involvement is required to complete the viability reviews of the tender submissions and then work with the winning bidder to assess the viability during the Pre-Construction Services Agreement, where the tender will complete the design and submit a second stage price to undertake the works. Services • Internal Development appraisals from 2021-2024 • Supporting GLA bids to increase grant funding • Planning viability appraisals and negotiation with the LPA/GLA for the 2021/22 planning application • Written and in person advice to the new Mayor/Corporate Director on delivery models for the scheme in 2022/23 (at a time when the Mayor was reconsidering the model, including PFI/income strip). • Planning viability appraisals and negotiation with the LPA/GLA for the 2nd planning application in 2024 • Development / procurement advisers for the Procurement of a developer partner – • Shaping and adapting the procurement strategy, • Advising on the financial scoring methodology and commercial terms of the draft Developers Agreement • Advising an evaluating/scoring the private sales performance and commercial strength of the main bidders.
