Description

Kristiansand Municipality needs to procure management of emergency accommodation places and management of crisis centre places. The contract is reserved for non-profit organisations, cf. the PPR § 30-2a. Click https://permalink.mercell.com/211095851.aspx Lot 1: The current provider currently runs 'Babettes hus', which is an emergency accommodation offer for women in active substance abuse. The new contract is expected to start on 01.09.2023. The offer is located in Tordenskjoldsgate 52 in premises that are owned by Kristiansand eiendom. The offer currently consists of four places that function as emergency accommodation and two places that are used by Stiftelsen Sørlandet krisesenter as part of the crisis centre offer. The premises include 6 resident rooms, kitchen, lounges, personnel room, bathroom, and laundry room. The provider does not pay rent or electricity expenses. However the provider does cover internal maintenance. The use of the premises is regulated in a separate contract (annex 4). The provider must work to improve the life quality for women in active substance abuse from Kristiansand who do not have permanent housing. This means that the women get the necessary care they need whilst they use the offer, and that they are taken care of as regards crises and other challenges. The emergency accommodation offer is not meant to be permanent housing, but at the same time it is difficult to determine a concrete limit for the length of a stay. The length of a stay depends on how quickly the municipality manages to provide another housing offer. Operation of the emergency accommodation places (4). NAV is responsible for making a decision on a place for users. When NAV gets an enquiry from a relevant user, the provider is contacted immediately in order to check capacity, NAV also describes the situation that the user is in. The provider notifies NAV when a user moves out, either to new housing or an institution. Management of the crisis centre places (2). Two of the places in the emergency accommodation offer are used by Stiftelsen Sørlandet Krisesenter. It is the crisis centre that places residents in the offer according to its criteria, and the crisis centre is responsible for the follow-up of these residents. The employees in the emergency accommodation offer see to the daily contact with the residents in the crisis centre offer. The conditions for these two places are regulated in a separate contract between the operator of the emergency accommodation offer and Stiftelsen Sørlandet Krisesenter for women exposed to violence (annex 3). This contract must also be signed when a new contract for the management of the emergency accommodation offer is ready. The budget for this offer is NOK 901,800 for 2023 and is included in the budget limit. The offer has a budget limit of NOK 7,140,800 for 2023, including the resources for running the crisis centre places. The budget limit will be NOK 7,320,000 for 2024 including the resources for running the crisis centre locations. The budget is absolute and cannot be exceeded. The budget is adjusted every year in accordance with the municipal deflator, see the contract document, point 7.3. The offer is currently staffed by 10 employees split between 6 full-time positions on a rota. In addition there is 1 full-time general manager. Kristiansand Municipality draws attention to the fact that the employees at the current provider are protected through the rules of business hand-over, so this will be a condition that the tenderer will be responsible for. The emergency accommodation offer is open 24/7 and staffed 24/7. The expectation is that it is always fully staffed regardless of how many residents there are. The emergency accommodation offer is a welfare offer and it must have a low threshold for admission. The provider must, in cooperation with the municipal substance abuse treatment, work for users of the emergency accommodation offer being transferred to more appropriate housing or offer. The provider must, in cooperation with the municipality's services, map each user's resources and challenges as regards health, substance abuse, hygiene, finances, nutrition, cooperation. The provider must give each user a primary contact. This person will have the main responsibility for follow-up of the user during their stay, and participate in the responsibility group when relevant. However, the provider is not to practice social follow-up or treat any traumas. The municipal substance abuse welfare service is responsible for this. Neither is substance-free a goal for operation.
