Description

The Services are for maintenance and repairs of a specialised nature to housing properties and public buildings across numerous disciplines. Many repairs are small scale, high repeat jobs although medium to larger scale repairs may also be required. The Framework is divided into 30Nr Lots with the services being required to public buildings and housing properties owned or managed by the Council. There are over 500 public buildings e.g., schools, libraries, museums, staff offices, warehouses etc and approximately 22,500 housing properties e.g. single/low rise and multi-storey properties covered by the framework. Lot 1: Automated Tap Maintenance and Repairs The services include routine servicing and call out repairs to automated taps, tap heating vessels, pipework, controls, cabling and all associated ancillaries within public buildings and housing properties owned or managed by the Council. Lot 2: House Cleaning / Communal Cleaning The services include the cleaning of all surfaces, appliances, fittings and fixings within vacated housing properties. The services also include the cleaning of all surfaces, fittings and fixtures to communal areas within housing properties owned or managed by the Council. Lot 3: House Clearance (Furniture / carpets / white goods) The services include the removal of all household items left within vacated housing properties owned or managed by the Council. Items include but are not exclusive to furniture, floor coverings, curtains, blinds, clothing, electrical appliances, rubbish and all other loose items. The services also include needle sweeps and the transfer of items to a suitable waste disposal facility. Lot 4: Commercial White Goods/ Catering Equipment Maintenance and Repairs The services include routine servicing and call out repairs to catering equipment and all associated items within public buildings housing properties owned or managed by the Council e.g. schools, sheltered housing properties, housing offices etc. Lot 5: Communal Laundry Equipment The services include routine servicing and call out repairs to Laundry Equipment and all associated items within public buildings and housing properties owned or managed by the Council e.g. sheltered housing properties etc. Lot 6: Drain Clearing and Inspection drain clearing The Services encompass all call out drainage clearing and ancillary works to public buildings and housing properties owned or managed by the Council. The works may be internal or external, above or below ground. The property types include but are not exclusive to public buildings e.g. schools, libraries, offices, sports centres etc and housing properties. The services include and are more specifically described as: a) Gaining access to, clearing all blockages and obstructions restoring to flow to all rain and foul drainage systems including pipes, stacks, fittings, manholes, gulleys, traps (including appliance traps); all regardless of size and type of drainage system. b) The replacement of sections of pipework, fittings, etc. if required. c) Insertion of access points in pipework. d) Pumping out flooded foundations, manholes etc. e) Laying of replacement drainage pipework and fittings externally and internally, including digging tracks, backfill and reinstatement of surfacing. f) Breaking out collapsed and damaged manholes; replacing with brick built manholes or proprietary plastic manholes along with fill or concrete foundations; removing and replacing manhole covers. g) Carrying out CCTV probe analysis of all rain and foul water drainage systems, providing written reports along with providing DVD disk recordings. h) Cleaning surrounding areas, spraying of disinfectant if necessary and disposal of waste. Lot 7: Dry Riser Testing and Maintenance and Repairs The services include the routine inspection, testing and call out repairs to dry riser systems within the communal areas of multi storey housing properties along with the carrying out of all repair works required at time of testing or during a call out. Lot 8: Fire Alarm Testing, Maintenance and Repairs The services include the routine inspection, testing and call out repairs to fire alarm/smoke detector systems, including a series of break glass units, fire sound units, smoke units, heat detector units, fire control/indicator panels, all cabling and all associated equipment within public buildings and housing properties owned or managed by the Council. The current testing regime is for weekly tests, quarterly tests and annual tests. The services also include the routine inspection and testing of sprinkler system equipment, pipework, controls, cabling and all associated equipment. The services also include the routine inspection and testing of smoke vent equipment, ductwork, controls, cabling and all associated equipment. The services also include the resetting of activated fire alarms, this must be done at any location in Aberdeen City within 30 minutes after fire alarm activation. Lot 9: CCTV Maintenance and Repairs The Services include servicing, maintenance and call out repairs for CCTV Installations and Network Communication systems attached to public buildings and housing properties owned or managed by the Council. The systems comprise the following equipment: External pole mounted cameras. External wall mounted cameras. Internal fixed cameras. Camera control equipment. DVD Recorders. Network switches. System power supply. Cabling. Attached storage Netgear. Digital/ Analogue Aerials. Silvernet Micro Aerials. Fibre Optic Links. Fibre Optic Equipment and Accessories. Coaxinet convertors. Server Equipment. Cabinet Equipment. PC Equipment. Display Monitors. Broadband Equipment. All system desktop and network software. Lot 10: Intruder Alarms Maintenance and Repairs The services include servicing, maintenance and call out repairs to intruder alarm systems in public buildings and housing properties owned or managed by the Council. The systems include alarm points, contactors, detectors, control panels, cabling and all associated equipment. Lot 11: Aerials and Satellite Dish Maintenance and Repairs The works include a response maintenance and call out repairs service for digital reception systems within public buildings and housing properties owned or managed by the Council. The systems include IRS communal aerial systems, Satellite Dishes, all associated cabling, connections, containment, boxes, outlet plates, control equipment, adaptors, 3m fly leads etc. Lot 12: Lightning Protection Maintenance and Repairs The services include an annual testing and repairs service to high level lightning protection systems to public buildings and housing properties owned or managed by the Council. The annual service also includes a reporting requirement where results and any required repairs are documented. This information may form part of the information included in a further mini-competition tender documents. The systems include the following: Lightning downconductor tapes and all component parts. Earth Rods and all component parts. Lightning Inspection pits and all component parts. Roof ring circuits and all component parts. All fixings and all connections to complete system. All other components of the complete Lightning Protection system. All related electrical work. All related builder's work. Lot 13: Fire Fighting Equipment Maintenance and Repairs The services include the routine inspection and testing of a fire-fighting appliances within public buildings and housing properties owned or managed by the Council. The appliances include but are not exclusive to fire hose reels, fire hydrants, fire extinguishers and fire blankets etc. Lot 14: Floorcoverings The services include the removal and installation of floor coverings to public buildings and housing properties owned or managed by the Council. The services may include carpets, sheet flooring, thresholds, stair treads/risers and all associated fittings/fixings. The services may be for large scale renewals or minor repairs. Lot 15: Grease Traps / Canopies Maintenance and Repairs The services include the routine inspection, maintenance, cleaning and call out repairs to grease traps, canopies and associated appliances within the kitchen areas of public buildings e.g. schools, libraries, offices, sports centres etc and housing properties owned or managed by the Council. Lot 16: Legionella Testing The services include the following but are not exclusive to the following: 1. Monthly Temperature checks, recording and reporting. 2. 3 monthly showerhead cleaning. 3. Annual water tank /tanks cleaning and disinfection. 4. Obtaining water samples, sending for biological analysis and reporting results. 5. Planned cyclical flushing of occasionally used outlets. Lot 17: Locksmith Works locksmith The services include a maintenance and call out repair service for door locks and all associated door gear within public buildings and housing properties owned or managed by the Council. Lot 18: Mobile Manned Hoist The services include the provision of a call out manned mobile hoist service in order to facilitate ad-hoc repairs to public buildings and housing properties owned or managed by the Council. Lot 19: High Level Inspections The services include the provision of a high level inspection service to public buildings and housing properties owned or managed by the Council. These works will also include providing reports on the condition of structures. Lot 20: PAT Testing The services include the provision of electrical PAT testing to all applicable electrical appliances within public buildings and housing properties owned or managed by the Council. Lot 21: Roller Door / Auto Door / Barriers Maintenance and Repairs The services include the provision of a Roller Door / Auto Door / Barriers Maintenance and Repairs call out service to public buildings and housing properties owned or managed by the Council. Lot 22: Scaffolding The services to be provided under this framework are as follows: The supply, erection, dismantle and removal of scaffolding to public buildings and housing properties owned or managed by the Council. The types of scaffolding required are: a) Chimney scaffold - gable, hipped and centre locations. b) Independent scaffold - fully boarded and top lift boarded only. c) Tower scaffold. d) Ancillary work for the above, including, but not limited to, fan protection, hears fence protection, debris mesh net protection, roof handrails, access ladders, anchor ties etc. e) Internal tower scaffolding. There are approximately 40Nr scaffolds erected and dismantled each month. Many of these scaffolds are of a smaller size e.g. tower scaffolds. Lot 23: Sanitary / Kitchen surface defect repairs The services include the provision of a Sanitary / Kitchen surface defect repairs call out service to public buildings and housing properties owned or managed by the Council. Lot 24: Suspended Ceiling Works The services include the removal of existing and installation of new complete suspended ceiling systems within properties of a varying nature. The services also include an ad hoc repair service to all components. Lot 25: Swimming Pool Plant Maintenance and Repairs The services include cyclical maintenance and call out repairs to all components of swimming pool plant including mechanical plant, controls and drainage systems. Lot 26: Workshop Tool Servicing The services include maintenance, servicing and repairs of all components of work shop tools including handheld tools and fixed workshop tools. Lot 27: Clock Maintenance and Repairs The services include maintenance, servicing and repairs to all components of clock mechanisms, chimes and facings at various locations in Aberdeen City. Lot 28: Cremator Maintenance and Repairs The services include maintenance, servicing and repairs to all components of cremation equipment including cremators, mechanical plant, abatment, extract recycling systems, extract systems, controls and all ancillary equipment etc. Lot 29: Door Entry Systems Maintenance and Repairs The services include maintenance, servicing and repairs to all components of door entry systems. Lot 30: Fixed Wire Testing The services include a 5 year electrical check to Public Building properties owned by the Council. Also required is a repairs service to rectify any defects identified during the 5 year electrical checks. The checks include: The adequacy of earthing and bonding. The suitability of the switchgear and controlgear. The serviceability of switches, sockets and lighting fittings. The condition of the wiring system. Sockets that may be used to supply portable electrical equipment for use outdoors, making sure they are protected by a suitable residual current device (RCD). The presence of adequate identification and notices. The extent of any wear and tear, damage or other deterioration. Any changes in the use of the premises that have led to, or may lead to, unsafe conditions.
