Summary of the work The Christie is seeking a partner to increase our capacity to deliver a number of product engineering workstreams to modernise, maintain and develop our Electronic Health Record with integrations and interoperability across other key systems. Expected Contract Length 2 years, with an optional extension of up to 6 months. Latest start date Monday 20 February 2023 Budget Range £2,000,000 to £2,250,000 (ex. VAT) Why the Work is Being Done The Trust requires a modern real-time, patient-centred record that makes information available instantly and securely to clinical and operational users. The Electronic Health Record (EHR) is being modernised and developed to support the current and future needs of the organisation. Problem to Be Solved The Christie is seeking a partner to deliver a number of product engineering workstreams across the programme to modernise, maintain and develop the EHR. These currently include electronic inpatient prescribing, chemotherapy prescribing, patient communications, and electronic referrals. Who Are the Users As a specialist cancer trust we need to be able to store, share and transfer data, documents and other artefacts with clinicians, patients, administrative staff and various support staff locally, regionally and nationally. Early Market Engagement N/A Work Already Done The Trust has a rolling programme that has delivered multiple enhancements and technical modernisations in line with the core roadmap and organisational needs, over the last 4 years. Existing Team Head of Product Engineering EHR Pillar Lead Christie Project Manager Product Lead Potential work with existing systems suppliers for integrations, data etc. Current Phase Live Skills & Experience • Have experience of delivering change using Agile methodology, including testing and continuous integration/delivery process • Have experience dealing with stakeholders in a large complex organisation and collaboration with senior stakeholders, including being able to obtain buy in to successfully implement and embed organisational change • Have experience of with Microsoft technology stack and frontend frameworks. Include examples of applying any relevant specific technologies when applying technology stack experience at a similar organisation. • Have expertise in architecting cloud-based solutions, including experience in architecting a cloud-based solution at a similar organisation detailing what architecture may be required • Have expertise in systems integration, interoperability and data standards, and provide relevant examples of the work required • Have experience with distributed platforms architecture and engineering, and include any relevant examples for the work required • Have experience of security compliance against standards such as OWASP, CE+, DSPT, DTAC, ISO27001 etc • Have experience developing and delivering technical architecture in a similar organisation, and can provide examples of technical documentation • Have experience developing a strategy and/or delivering to strategic objectives/outcomes, and detail how you would ensure experience in ensuring the work required aligns to The Trust's strategies • Have expertise with data engineering and any associated data architecture, including relevant examples of the work required Nice to Haves • Experience of working with healthcare organisations in the past, by providing 2 examples • Experience of working with NHS organisations in the past, by providing 2 examples (this can be the same as above) • Experience of working with a cancer specialist trust in the past, by providing 2 examples (this can be the same as above) • Provide details of any experience of working with the openEHR standard, and with platforms that use the standard Work Location Remote working, however meetings and on site presence may need to take place from The Christie NHS Foundation Trust sites. The main trust site is 550, Wilmslow Road, Manchester, M20 4BX Working Arrangments Work will be predominantly undertaken remotely, during the normal service hours for Digital Services. Digital Services operates Monday to Friday 8:00 - 18:00. If travel permits, there may be some attendance at workshops or other infrequent meetings at The Christie NHS Foundation Trust sites. No. of Suppliers to Evaluate 3 Proposal Criteria • Provide a team structure with role details that would form the partnership with The Christie • Provide estimated hours available over a week and year projection for the roles outlined in 3.1 to work on the Trust EHR programme • Provide integration architecture based on the problem to be solved • Provide data architecture based on the problem to be solved • Provide mobilisation plan based on the problem to be solved • Provide an outline of the proposed stakeholder engagement approach for the partnership • Provide anticipated key dependencies for the partnership • Provide anticipated key risks for the partnership and how they might be mitigated • The Trust must retain the intellectual property (IP) for any work carried out as part of this contract. Can you give an idea of approximate number of resources required for the this work and what the skill set is likely to be? We would like you to provide a team structure with role details and skills, based on the specification that we have provided (see responses 1 to 3).Response part 1: The Christie is seeking a partner to increase our capacity to deliver a number of product engineering workstreams across the programme to modernise, maintain and develop our Electronic Health Record (EHR). Our EHR, called Clinical Web Portal (CWP), is a wholly in-house developed EHR by The Christie with integrations and interoperability across other key systems. 2. Can you give an idea of approximate number of resources required for the this work and what the skill set is likely to be? Response part 2: We our looking for a partner who will work with our in-house Product Engineering team to develop our EHR functionality to the required specification in a clinically safe way. The immediate programme requirement for this partnership is to develop our patient communications via a patient portal. This is to enable patients and their carers to see the key parts of their medical record. Patient portals are acknowledged as a key part of personalising patient engagement and communication preferences. Enhancing CWP with additional modules is a Mission within the Digital Strategy. 3. Can you give an idea of approximate number of resources required for the this work and what the skill set is likely to be? Response part 3: New patient facing functionality will include (but is not limited to): viewing appointment letters digitally, viewing patient correspondence digitally, appointment management, communication preferences. The programme will implement automated physical letter sending to support patients with low digital literacy. The programme will also support NHS App integration in the future. 4. With reference to the ‘nice to have’ criteria, where you have asked bidders to provide 2 references for working with healthcare organisations, NHS organisations, and cancer specialists trusts; can you confirm that these case studies should be closely linked to what is being procured (Electronic Healthcare Roadmap), or at least for Software Services? Also, will you be expecting bidders to provide examples that are of similar value to the Christie Trust budget (£2m – £2.25m)? Where possible we would like your examples to be aligned or related to what is being procured. However, if you do not have similar examples, please provide the closest that you have available. Ideally we would like you to confirm that you have delivered to a similar budget. 8. This tender is clearly for a Technical Development project, but has user research and discovery been conducted, and if so, will it be shared at the next stage with bidders? Yes we have completed discovery work and we will share a summary of the key study outcomes with shortlisted suppliers ahead of stage 2 of the procurement process.
