Summary of the work Re-design the existing tabular landing page of the SharePoint-based Crime Reduction Toolkit (CRT) (http://whatworks.college.police.uk/toolkit/Pages/Toolkit.aspx) based on previous user testing results, and also design and build a new visual option for accessing the research evidence base similar to the dot map format exampled on the Information is Beautiful website (http://www.informationisbeautiful.net/visualizations/snake-oil-scientific-evidence-for-nutritional-supplements-vizsweet/). Expected Contract Length 6 weeks - must be finished by 15 March 2018 Latest start date Wednesday 31 January 2018 Budget Range The budget is c£80,000. It is also envisaged 20 days of support over a period of 12 months will be required. Please ensure you provide a full break down of costs to reflect the costs of services and support. Why the Work is Being Done The College of Policing is the professional body for the police service in England and Wales. The College has developed the Crime Reduction Tool (CRT) to display the best available evidence on reducing crime. The CRT was launched in 2015 and requires further innovation to visually display the scale and quality of the evidence, providing a UX alternative for users to access interventions by filters such as problem (e.g. domestic abuse) and type (e.g. Situational crime prevention) as well as being able to see the quality and effect of the research depending on the position and size of the dot/visual. Problem to Be Solved Since launch, the number of interventions on the CRT has grown significantly and this has impacted user experience, requiring browsing to be limited to using filters or scrolling. A responsive visualisation of the evidence-base (updatable as new interventions are added) will allow for increased understanding and usage/access of the research. This will be accompanied by specific changes to the existing tabular format as identified by our user research: 1. Fixing column headings 2. Interactive elements to have different rollover states which are clear to users without moving the mouse 3. Enhancing free text search box by highlighting or moving it. Who Are the Users The users will be all stakeholders with a role or interest in reducing crime and although many will be serving police officers and staff (at all ranks and levels) the Toolkit is freely available on our website and is widely used across the sector. The public will also access the information so that they can see the evidence base about the impact of crime reduction interventions. Early Market Engagement An independent cognitive testing of the Toolkit was carried out in Spring 2016, this provided a report detailing feedback about the Toolkit – some of which is covered by this work and some of which is out of scope. User testing of the new visualisation element of the work will be required. Work Already Done The work required is to enhance an existing SharePoint website. We have already captured user feedback through testing, and engaged our own digital team who have then translated prioritised feedback from the cognitive testing into requirements as specified under 'Problem to be solved'. There has been no initial work undertaken on the dot map visualisation aspect of the project. Existing Team The supplier will be working with internal College staff. These include the Research and Knowledge Lead, Practice manager, What Works Standards Manager and Digital Services. Current Phase Live Skills & Experience • Digital Design Experience: Extensive experience in producing creative and innovative visual solutions in a complex online environment, demonstrating the ability to think in challenging situations • Ability to think creatively and deliver appropriate UX concepts • Proven understanding of accessibility issues relevant to online design • Comprehensive understanding and working knowledge of building responsive websites within a SharePoint environment • Thorough working knowledge and understanding of HTML5 and CSS and compatibility with SharePoint 13 • Specialist Software: Extensive experience as an interactive designer • Delivering projects in line with Government Digital Service Standard • Demonstration of delivering projects at speed with clearly identified deliverables and timescales • Technical knowledge of website hosting environments • Experience delivering software development projects for Policing and Government • Ability to fully document both design and development work and communicate with existing College stakeholders Work Location The College team are geographically dispersed. There is not a specific location that we require the supplier to work. We expect that they will need to attend meetings in London (central London) and Ryton, Coventry. Working Arrangments We expect the majority of the work to be carried out in the suppliers own location depending on access arrangements to the source code. We would expect to have regular meetings, but these could be conducted via video with a minimum of face to face meetings at the start and end of the contract Security Clearance The successful supplier team will be required to hold a NPPV Level 2 clearance. Please state in your proposal if you hold this clearance. Additional T&Cs The College of Policing will retain full IPR on all products produced, including all source code. If source code is provided in minified format, non-minified versions will also need to be supplied. Could you tell us if the deadline has taken into account the holiday period? As the standard response time on DOS is 2 weeks from the date the requirement is published, the deadline was automatically provided by the portal and we were unable to amend it. 2. For our SharePoint solutions, we partner with another company, who we have worked with for many years. In the interest of transparency I wanted to check prior to submitting an application, that you would be happy to work with us under this type of arrangement? Should the successful supplier decide to partner with another company, this should be a commercial agreement between the 2 companies. All arrangements / contractual agreements involving partnering with another company in order to deliver the required service should be managed by the successful company. The College of Policing will only engage and contract with the successful supplier. 3. Will you support NPPV Level 2 clearance? Will SC clearance be considered? We will accept baseline checking or National security Vetting provided that on acceptance of the tender full NPPV 2 forms are submitted. We will fast track the NPPV 2 clearance. 4. In the section headed ‘Work Setup’, the security clearance section refers to the supplier team being required to hold a NPPV Level 2 clearance. Are you able to confirm if this is a requirement that the team must hold ahead of being able to win the work, or is it something that you would be happy to put the team through if our application is successful?
