The Department of Education and Skills (DoES) and Sustainable Energy Authority of Ireland (SEAI), have jointly funded an energy efficient retrofit pilot scheme for schools since 2017. The energy efficiency upgrade measures undertaken in the pilot include fabric, electrical and mechanical upgrades. The longer-term outcome of the pilot will be to create an accurate and scalable model for energy efficient retrofits of schools across that were built prior to 2008. In the 2020 pilot programme it is planned to pilot a design and build tender option for a select number of schools with a target Building Energy Rating (BER), likely to be set at B1 or B2. The tender process will involve Tenderers providing a design, cost, and programme to achieve the target BER for the school. Contracts will be awarded on the basis of the MEAT tender, and there will be a performance related payment for exceeding or not meeting the target BER post occupancy. This is PIN notice only. The focus of the pilot programme is on medium to deep retrofit measures to improve the energy efficiency of existing schools which represent a variety of challenges including different building ages, archetypes, and retrofit requirements. The energy efficiency upgrade measures undertaken in the pilot include fabric, electrical and mechanical upgrades. The longer-term outcome of the pilot will be to create an accurate and scalable model for energy efficient retrofits of schools across that were built prior to 2008. In the 2020 pilot programme it is planned to pilot a design and build tender option for a select number of schools with a target Building Energy Rating (BER), likely to be set at B1 or B2. The tender process will involve tenderers providing a design, cost, and programme to achieve the target BER for the school. Initial BER assessments are currently being undertaken (along with associated advisory report) to ascertain baseline data for the targeted schools. The number of schools likely to be tendered in this manner have not been finalised yet but will be a minimum of 2 and in the region of 700 000 EUR to 2 000 000 EUR in value.
