Digital tool for crisis management

Description

Drammen Municipality needs a digital tool for crisis management. The tool must be an addition to the municipality's general preparedness plans, and the plan and routine descriptions within demanding life situations and crises that can occur in schools. Lot 1: Functionality requirements for the tool: - The content must be updated in accordance with the current legislation on preparedness. - It must cover a broad spectrum of possible events and themes where a school has a need for joint routines. This can for example be: -- Serious illness -- Death -- Accidents -- Violence -- Relationship breakdown -- Threats -- First aid - The list is not exhaustive. - Must include descriptions/measure for crisis preparedness and management at several levels: -- Preventive -- Acute situation -- Follow-up - Must include aids, guidelines, resources, and templates that can be of use and support for schools during various events. - Must be internet based and available for all the school's employees. - It must be possible for each school to add their own routines and documents in the system. - Surveys have been carried out in the market, and the contracting authority cannot find any other suppliers that can offer the service. The procurement was therefore made as a voluntary ex-ante transparency notice in accordance with the Public Procurement Regulations, cf. § 5-2 (1) letter a. If there are other suppliers of digital systems with similar functionality who can meet the need described, the supplier is asked to contact Drammen Municipality via the communication module in Mercell by Monday 04.04.2022, 12:00.
