Description

The provision of a Coverage Assurance solution for the testing of Coverage via data collected from a Coverage App provided by the Supplier and installed onto Devices provisioned to operate either on the commercial 4G network or the ESN (as required) and deployed in the field, and/or via Drive Test Services and Walk Test Services. The Coverage Assurance solution includes: — application and server services, — data collection and access services, — development services, — training and support services and additional optional and associated services in support of the emergency services network. The Authority aims to provide a next generation integrated critical voice and broadband data communications service to the Emergency Services (3ES) and other User Organisations to meet their public safety requirements for coverage, functionality, availability and security. The new service will be built on a commercial LTE network and will be configured to give priority firstly to 3ES, then other critical UOs and then other consumers. This new service, called the Emergency Service Network, will be a route to operational excellence for the 3ES and other UOs. The Authority is undertaking a tender exercise to appoint a suitably capable and experienced Supplier to assess the Authority’s Mobile Service Supplier’s network. The successful Bidder’s Solution includes the provision of autonomous, unattended testing of Coverage via data collected from the Coverage App installed onto Devices provisioned to operate either on the commercial 4G network or the Emergency Services Network (ESN) (as required) and deployed in the field, including: — COTS 4G Application capable of testing the 4G commercial network of all mobile network providers as detailed in this document and hosted on a Server, —— 150 individual User accounts and 50 simultaneous User logins at any one time for access to all software analysis and reporting of the Coverage App solution, — Development of the COTS application (above) to allow capability for the testing of ESN once ESN is available, — Drive Test Services and Walk Test Services for both 4G Commercial and ESN as directed by the Authority, — provision of a helpdesk to support and maintain of all components of the Supplier Solution, — Training Service including training materials on application use and reporting, Reporting will cover the level of Coverage being experienced. — Full reporting function on all tests carried out. In addition to the Services above there are 3 Optional Services that the successful Bidder offers, which include: — Option 1: 4G Devices: provision of 1 000 4G Devices to be delivered in accordance with Schedule 2.1 (Requirements) of the draft Agreement, — Option 2: hosting service: subject to the Security Requirements, the hosting of the Server and Drive Test Server either on the Supplier’s own server/storage environment or hosted within an alternative UK based cloud service. The Supplier shall ensure that the solution and all data can be readily transferred from the supplied hosting environment to the designated Authority cloud hosted environment when requested; and/or — Option 3 POLQA voice testing: the supply of equipment and services to support the measurement of voice quality on the ESN in accordance with Schedule 2.1 (Technical Requirements) using a subset of approx. 50 ESN Devices taken from the total population of 1 000 to 2 500 deployed ESN devices.
