Voluntary ex-ante transparency notice - Emergency replacement of the main electrical switchboard at the hospital building in Egersund

Eigersund municipality has ordered emergency replacement of the main electrical switchboard at the hospital building in Egersund. A fault has been discovered in the main electrical switchboard in the building, which means there is a risk that it will not be possible to reconnect power to the building, even in the event of a short power outage. This is a dangerous situation, as the building depends on electricity to safeguard the lives and health of its patients and residents. The building and property are owned by Stavanger Health Trust and Eigersund municipality, each owning half as a non-profit. Lot 1: Egesund Hospital provides healthcare services to outpatients, inpatients and residents at the building. A loss of power would be critical, posing the risk of loss of life and/or health. A fault has been discovered in the main switchboard, which means that in the event of a power failure, there is a risk that it will not be possible to reconnect the main switchboard. Furthermore, the work that will be carried out by those who will be reconnecting power to the building will also represent a certain degree of danger. Based on the justification above, the procurement will be carried out pursuant to § 5-2-c of the Public Procurement Regulations: " c) ... the contracting authority cannot, due to unforeseen circumstances, postpone the commencement of the contract for the period of time it would take to organise an open or restricted tender contest" .
