Tender for the Design, Supply and Installation of a Water Treatment System at Medite Europe DAC ‘26

MEDITE Europe DAC has plans to modernize their MDF facility with an investment in new plan and equipment collectively called Project Shine. Project Shine involves the installation of the following: • Wet fuel handling system. • Dry Fuel handling system. • 56MW Biomass Energy. • MDF dryers. • Services + utilities to the above, mainly: o Compressed air o Water treatment systems o Fire detection + suppression o Natural Gas o Steam o Storm and foul water o Bunds where necessary Project Shine is shortly commencing the construction phase of the project and proposals are sought for the supply of Water Treatment System to supply process water at the correct specification to all consumers. Current Setup MEDITE’S current water distribution process flow diagram can be seen in Appendix 3. Water is drawn from the adjacent Anner River into the onsite settling ponds. These ponds serve both as site fire water and process water requirements. This water is then fed through a 7 cartridge 50-micron filter media. From the filter bank it passes through two parallel plate heat exchangers and then fed to various processes one of these being a water tank. From the water storage tank it is then pumped through a typical De-Alk and softener process and then feeds the existing Line 1 boilers and Line 2 energy plant. Scope of work The condition and age of the existing system presents challenges for future requirements in relation to Project Shine. The main areas of concern with the current system are: • Valve and pneumatic manifold obsolescence. • Instrumentation and automation obsolescence. • Maintainability. The scope of work for the water treatment system are as follows (relevant information can be found in Appendix 3): • Design + installation of a water treatment system to: • Deliver 30m3/hr of water, to the required specification, for the new energy plant + steam generator. • Deliver 15m3/hr of water, to the required specification, for the existing energy plant. • Be modular in design with capability of addition capacity. • Fully automated with local and remote-control functionality. • Remote + local SCADA ability. • Design to incorporate existing multi media filter and associated pumps. • Proposed location of skid unit shown in appendices. • Design + installation complies with the EU Machinery Directives. • Ensure if any HAZOP recommendations are identified are implemented. • Provide all necessary Safety File information to the PSDP. • Comply with the PSCS. • Ensure all contractors conform to Medite Policies where applicable i.e. no smoking, LOTO, Hot Works, Work at Heights. • Provide details of annual operational running cost in terms of; • Chemical usage if any. • Salt usage if any. • Typical wastewater quantities + constituents from backwash. • Typical energy costs. • Compressed air consumption. • Recommended Spare Parts Package. • 5 year After Sales Service Package to include: • Planned Preventative Maintenance Program. • Chemical supply, storage and offloading. • Salt supply if required. • Regular testing + adjusting to ensure required water quality + quantity is maintained. • Necessary reports. • Training. Medite have attempted to interpret the system requirements. Since the Supplier is an expert in the field of water treatment, the Supplier is asked to advise Medite of suitable equipment/systems and its requirements that are not fulfilled and to provide an option price for same. ** Please see the attached Tender Document for the full and complete scope of works and drawings **
