The Department of Transport (DoT) intends to run a competitive procurement process for the supply, implementation, and support of an IT platform in relation to the EU’s requirement (Regulation 2019/1239) for a European Maritime Single Window environment (EMSWe). The principal objectives of any intended procurement process include: (i) Obtaining a high quality and responsive service, to best practice standards from the market to meet the ongoing needs of the Department of Transport. (ii) Maximise compliance with the EU and national procurement rules by achieving appropriate transparency, competition, and fairness regarding the award of this business. (iii) Provide information, documentation and awareness to suppliers on EMSWe. All suppliers should read the attached and linked supporting documentation before responding to this RFI. The key objectives of this market sounding exercise are as follows: (i) To establish the nature, structure, and capacity of the market to deliver a platform to meet the project requirements. (ii) To understand the approach to delivery of the services provided by the Market. In particular, the approach taken to storage and processing of data on the Platforms. Additionally, identifying the services that are available using Commercial of the Shelf (COTS), bespoke, SAAS, hybrid or other delivery models. (iii) To identify how the services provided by the market integrate with other third-party platforms and services though out-of-the-box plugins and integrations and through custom development to extend native functionality. (iv) To identify any obstacles or risk factors associated with the delivery of a platform to meet the project requirements. (v) To identify any green or social considerations that could be included in the delivery of the services.
