BT1585 Garden waste Subscription Permits

Description

This request is for the procurement of garden waste subscription permits for a period of 3 years starting 01/03/2023 when our contract runs out with our current supplier. Once a resident has subscribed to the chargeable garden waste service, the council sends a physical garden waste permit sticker to be placed on the bin as an identifier for those residents that have paid. The winning bidder will be required to accept resident subscription data via API from Luton Council or Bartec Collective, and send a welcome letter, together with a separate physical garden waste permit to the resident within 2 days of receiving such data.
