Description

Helse Stavanger HF c/o Nye SUS announced Contract K5401 fire alarm installations on 29 May 2019. This contract is for the delivery and commissioning of equipment for fire and speech alarm installations for all buildings in construction stage 1. Honeywell Life Safety AS won the contest, and the contract was signed in December 2019. The financing for the expansion of Building E was approved by the Ministry of Health and Care Services in October 2020, and the buildings for the New Stavanger University Hospital were extended by 20 000 m2 from 105 000 m2 to 125 000 m2. Helse Stavanger HF now intends to extend the contract with Honeywell Life Safety AS for the necessary additional delivery, including the delivery and commissioning of fire and speech alarm installations for the extended building. The contract extension is a supplement of contract services that Honeywell Life Safety AS have already been contracted to deliver, and technically, only this supplier can deliver the service in question. The fire alarm installation is a transverse delivery for all the buildings, and the installation has many interfaces with other technical installations as regards monitoring and different controls for the fire alarm, including, amongst other things, safety when escaping. Emphasis will be put on consistent technical systems in all buildings in order to ensure the best possible operation and maintenance situation. This will be made considerably more difficult if we end up with two different systems in the same building. A separate autonomous fire alarm centre will be established in each building. In building E it will be natural that this is located in the extended part by the new main entrance. This will then be the main attack route for the fire service in the event of a turn out. All relevant information on building E for the fire service will be placed here. A division of the building into two separate alarm zones adapted to a split contract strategy would be very unfortunate. The execution of building E with two different types of fire alarm installations will besides be demanding both as regards the installation and commissioning. A joint presentation system for the fire alarm installation will be established in the technical duty room, which will cover all the buildings at the hospital. Fire alarm installations are proprietor installations, which means that they have very limited abilities to communicate with other systems beyond high/low signals (I/O). A separate contract for the expansion of building E could mean that two separate installations have to be established. The duty personnel would then have to monitor and operate 2 different fire alarm installations at different clients/workplaces, and, in addition, operate 2 different speech alarm installations. A fire in building E would therefore quickly be demanding to deal with, particularly in the interface between building E and the expansion of building E. Based on the above, the contracting authority has found that a potential situation with two fire alarm installation suppliers in building E would be an unacceptable risk to life and health, and lead to considerable challenges for the installation, commissioning, and not least operation. Helse Stavanger HF and Honeywell Life Safety AS have entered into a contract for the delivery and commissioning of equipment for fire and speech alarm installations, and the expansion/continuation of the installations in question therefore makes up necessary additional deliveries that were not included in the original contract, and which can be legally included pursuant to the Public Procurement Regulations, Section 28-1 (1), letter c. The reasons for expanding the existing contract are of both a technical and financial character, and are justified as the additional deliveries must be compatible with the existing equipment and software due to operational and safety reasons. In addition, a change of supplier would lead to considerable technical challenges and significant extra costs for the contracting authority. A change of supplier cannot occur for technical reasons, and the term in the Public Procurement Regulations, Section 28-1, first paragraph, letter c, is this fulfilled. The letter of intent is carried out in-line with Public Procurement Regulation § 21-5 c.f. § 28-1, first paragraph, letter c. The contract will be signed at the earliest 10 days after this notice is published.
