Ukraine Municipal Infrastructure Programme - Reconstruction of “TRP-10” Boiler House in Lozova

The contracting authority PUC ‘Teploenerho’ intends to apply a part of financing allocated under the Ukraine Municipal Infrastructure Programme to eligible payments to a qualified contractor under the contract for reconstruction of an existing municipal boiler house TRP-10 located within administrative boundaries of Lozova city, Kharkivska Oblast, Ukraine. The contractor’s scope of works includes elaboration of design documents, performance of civil works, procurement and delivery of plant, equipment and materials, installation, pre-commissioning and commissioning of fully functional boiler house, including training of the Employer’s personnel and provision of operational and maintenance manuals. Lot 1: Open procedure was conducted in accordance with the policies of the European Investment Bank, detailed in the latest revision of the Guide to Procurement for Projects Financed by the EIB (EIB’s GtP) and the Contract was awarded to the tenderer, which submitted substantially responsive tender and passed post-qualification. The scope of works covers major reconstruction of existing municipal boiler house TRP-10 located within administrative boundaries of Lozova city, Kharkivska Oblast, Ukraine. The output of existing facility (22.8 MW (19.6 Gcal/h)) substantially exceeds the maximum required load (17,6 MW (15,129 Gcal/h) and the equipment is out-of-date and heavily worn. Total installed capacity of the facility after the reconstruction must be 19 MW. The scope of the contractor’s responsibilities includes elaboration of design documents, performance of civil works, procurement and delivery of plant, equipment and materials, installation, pre-commissioning and commissioning of fully functional boiler house, including training personnel and provision of operational and maintenance manuals for completed facility. The completion period shall be fifteen (15) months from the Contract Effective Date.
