Preliminary Market Engagement in relation to Development Partner(s) Central Housing Regeneration Area Project, Blackpool. Blackpool Council (‘the Council’) is undertaking preliminary market engagement (‘PME’) to consult the market in relation to the development opportunity known as the Central Housing Regeneration Area project on Central Drive, Blackpool (‘the site’). This PME exercise is being carried out under Section 16 of the Procurement Act 2023 (‘The Act’). The Council’s objectives for the PME are to help: Develop its requirements; Alert the market of the upcoming opportunity and provide an indication of the likely role and responsibilities of the Development Partner(s); Develop its approach to the procurement and the tender documents; Identify suppliers that may be able to deliver the scheme and understand capacity in the market; Gauge the level of market interest; and Elicit feedback on the Council’s key objectives, the proposed specification, delivery structure, procurement process and programme to assist the Council in refining its approach to each aspect. A PME Brief and PME Questionnaire have been produced which include further background to the development opportunity including proposed Project Objectives to ensure that the vision and aspirations for the site are achieved as well as high level Development Partner responsibilities.
