The government has started a review of the railway sector's organisation and company structure. The external mapping in this assignment is one of three partially parallel studies in the total review. The general goals of the review are to identify and carry out measures related to the management and organisation of the railway that contribute to: • Railways having a larger share of passenger and goods traffic where the railway has an advantage, and that the government's ambition of an offensive railway policy is realised. • The goals in the National Transport Plan for 2022-2033 are met. The Ministry of Transport is facilitating a step-by-step work process. The mapping must have an explorative/investigative approach and must be able to form the basis for any measures in the next stage. Lot 1: The government has started a review of the railway sector's organisation and company structure. The external mapping in this assignment is one of three partially parallel studies in the total review. The general goals of the review are to identify and carry out measures related to the management and organisation of the railway that contribute to: • Railways having a larger share of passenger and goods traffic where the railway has an advantage, and that the government's ambition of an offensive railway policy is realised. • The goals in the National Transport Plan for 2022-2033 are met. SD considers that the areas that mean the most for future goal achievement are: i) increased operational stability and a simpler travelling day for the railway's customers ii) to get more railway for the money iii) more coordinated management and development of the railway sector. The Ministry of Transport is facilitating a step-by-step work process. The mapping must have an explorative/investigative approach and must be able to form the basis for any measures in the next stage. Based on this mapping, or on experiences/finds from the Ministry of Transport's other work on reviewing the railway sector, there can be additional assignments in which the consultant considers relevant measures for any challengers that have been identified. This next stage will be added as an option in the contract for the mapping. There could also be follow-up of any challenges by the Ministry that do not required fur there external work. SD has estimated that the value of the contract for the mapping is approx. NOK 3.5 million excluding VAT. The option value is estimated to be approx. NOK 1.6 million excluding VAT. The estimated total value for this contest is therefore NOK 5.1 million excluding VAT. The estimated value is not binding for the contracting authority. A report on the mapping is to be submitted to the Ministry of Transport. A first draft of the report must be submitted by 15 June 2022, and the final version must be submitted within two months of this date.
