Askøy Municipality would like to establish a framework agreement with a company that provides estate agency services. In the future we will focus on selling property that is not required for the municipality's services. The municipality would, thus, like to join up with estate agents with capacity and experience from the sale of business properties, sites and housing that can offer general advice on sales and procurements. Askøy Municipality has not sold many properties in recent years, and we do not currently know how many properties will be sold in the coming years. It is, therefore, difficult to estimate the value of this framework agreement. We currently envisage that between 10-60 objects can be sold over a 4-year period. This must be seen as a binding volume for procurements under the framework agreement. The procurement of consultancy services will vary from year to year in accordance with the contracting authority's needs. The contract is subject to political decisions. Based on this, the municipality needs to join up with a supplier of estate agency services through a framework agreement. The duration of the framework agreement will be 2 years with an option for a further 1 + 1 year. The contract will be signed in accordance with the 'no cure-no pay' principle. Agreed direct expenses will be covered by the contracting authority. The contracting authority will, as a starting point, use the framework agreement for all property sales. The contracting authority can choose to hold a separate contest for estate agency services in some individual cases where large business properties with a value of more than NOK 20 million are to be sold. The framework agreement for estate agency services includes: 1) estate agency services for houses, including holiday homes; 2) estate agency services for the sale of vacant property, put aside for various purposes in the municipal area plan) and/or development plan; 3) consultancy services for the purchase and sale of property; 4) estate agency services for business properties; 5) settlement assignments. The realisation of property must be done in the way that gives the best financial result for the municipality, preferably an open bidding round. The offered personnel must be able to assist in all processes for the sale and must be able to complete the sale in a satisfactory way. The prerequisite for a property sale is that the municipality accepts the trade. Here is a list of work assignment examples in the period: — site surveys at the properties; — obtaining valuations/assessments; — photos; — preparing prospectuses; — marketing, preferably digital (finn.no, website, etc.); — carry out active sales work with a sufficient number of viewings to meet the market's need; — administration of bidding rounds, as well as quality assurance of the bidder's financing; — bid recommendations; — preparing purchase contracts and contract signings; — settlement with settlement arrangements; — hand over in the presence of an estate agent; — preparation and registration of deeds; — consultancy services. The list is not exhaustive. The offered personnel must carry out the estate agency assignments. The municipality must approve of any new estate agent who will replace an offered estate agent. The new estate agent must have equivalent or better competence than the previous estate agent. Askøy Municipality reserves the right to hold a new contest if the estate agents are replaced. The estate agent must inform the municipality about who will be used for the valuation, photography, etc., for each assignment, so that the municipality can assess client confidentiality in each case.
