Based on market surveys carried out by the Police's ICT Services, only Geosatis v6 from the chosen supplier can fulfil the police's technical requirements for fetters. Both the market survey and the legal assessment that form the basis of this voluntary ex-ante transparency notice are well documented. The documentation shows the conditions that no other suppliers can fulfil in accordance with the police's needs, and that there is, therefore, a monopoly situation. The Police's ICT Services therefore has the legal basis to enter into a contract directly with the chosen supplier, cf. the public procurement regulations, Section 13-4 letter b), number 2. Based on the surveys that PIT has carried out, only Geosatis v6 can fulfil the requirements for fetters. See the MOVA note, chapter 10 'Conclusion'. We believe that the note substantiates which requirements mean that no other supplier can deliver fetters in accordance with PIT's needs. The conditions are described in a clear and defined way, and they are documented through comprehensive market surveys. The Police's ICT Services is making a direct procurement of fetters that are used as inverted anti-violence alarms. Only Geosatis v6 from the chosen supplier complies with the needs, due to comprehensive technical requirements for the solution set by the police. The procurement is for the following changes to the current contract with the existing supplier: 1) Replace old fetters with, and facilitate for, a new type of fetter, v6 from Geosatis new fetters and the accompanying software that meets all the must-requirements in the requirements specification; 2) Increase the number of fetters from the current 40 to 100.
