Helse Stavanger HF c/o Nye SUS (Stavanger Hospital Trust c/o New Stavanger University Hospital) announced contract K1016 provisional electrical system on 17 March 2019. This contract concerns supply of complete delivery and operation of provisional electrical plant for all contracts for the entire construction site for New Stavanger University Hospital throughout the entire construction period. Sinus Elektro AS won the contest and the contract was signed in May 2019. The financing for the expansion of Building E was approved by the Ministry of Health and Care Services in October 2020, and the buildings for the New Stavanger University Hospital were extended by 20 000 m2 from 105 000 m2 to 125 000 m2. In this connection, Stavanger Hospital Trust intends to extend the contract with Sinus Elektro AS for the necessary additional delivery, including the delivery of provisional electrical plant for the expanded buildings. The contract extension is a continuation of contract services already agreed will be delivered by Sinus Elektro AS. The reason for wanting to extend the existing contract is of both a technical and financial nature, and is justified by the fact that the additional delivery must be supplied by the same contractor. With a division of the contract responsibility for Building E, there is a risk of needing to dismantle existing infrastructure, possibly dealing with complicated interfaces between the existing and new actors when using the existing infrastructure. Replacing the supplier will lead to significant technical challenges and significant extra costs for the contracting authority. The additional delivery with regard to the existing infrastructure on the construction site must therefore be delivered by the same contractor. Stavanger Hospital Trust and Sinus Elektro AS have signed a contract that includes delivery of provisional electrical plant for the construction site, and the relevant expansion/continuation of the plant constitutes necessary additional deliveries that were not included in the original contract. The additional delivery amounts to approximately a further NOK 8 million, which does not exceed 50 % of the original contract value with a nominal value of approximately NOK 22 million. On the basis of the above, the additional delivery can legally be entered into pursuant to the Procurement Regulation § 28-1 (1) letter c. Otherwise, the additional delivery can also be legally entered into pursuant to the Procurement Regulation § 28-1 (1) letter d if the contract extension is a continuation of contract services that have already been agreed to be delivered by Sinus Elektro AS, and this will not result in the overall nature of the procurement being changed. The letter of intent is carried out in-line with Public Procurement Regulation § 21-5 c.f. § 28-1, first paragraph, letter c. The contract will be signed at the earliest 10 days after this notice is published.
